A major honor in the field of intellectual property “falls” to Keqiao
April 26 is World Intellectual Property Day. Recently, the 2022 Top Ten Copyright Owners Conference co-sponsored by the China Copyright Protection Center (CPCC), China Copyright Association, and Zhejiang Provincial Copyright Administration was held in Hangzhou. Our district’s Intellectual Property Protection Center won the title of “Top Ten Copyright Owners”. The “CPCC Top Ten Copyright Owners” is a public welfare selection activity in the copyright field that has been created by the China Copyright Protection Center for fifteen years and is one of the highest honors in the industry.
As the only award-winning unit in the city, why did Keqiao receive such a valuable honor? A set of data shows the confidence: as of now, the district has accepted a total of 63,058 pattern registrations, accounting for nearly 50% of the province. It has ranked first in the province’s counties (cities, districts) registration volume for 2 consecutive years; as of the end of 2022, the textile industry has achieved Creative and innovative enterprises achieved service revenue of 379 million yuan, driving sales revenue of 44.923 billion yuan from service objects.
Keqiao has always been at the forefront of reform and innovation in the field of intellectual property, daring to be the “first” and striving to be the first. The textile industry is Keqiao’s pillar industry. Our district has successively established the province’s first district-level intellectual property protection center and the country’s first rapid intellectual property protection center in the textile field to provide business owners with intellectual property rights such as patterns and design patents. With the one-stop service of “full life cycle” of rights confirmation, authorization and rights protection, the cycle of pattern copyright registration has also been shortened from the original 30 working days to 7 working days.
In China Textile City, digital means are constantly breaking through the difficulties in pattern copyright protection, and a series of issues related to intellectual property are also being solved. Focusing on the issue of copyright protection of textile appearance patterns, our district pioneered the “textile pattern digital governance” application, which covers online pattern registration, blockchain filing and certificate depositing, AI self-service plagiarism checking, financial services, judicial trials, rights protection mediation and other functions. Realize full-chain online services for pattern copyright registration, management, and rights protection, focus on solving pain points such as complicated comparisons, slow registration, and difficulty in protection, and reshape the new ecology of pattern copyright protection. So far, the application has carried out AI comparisons 3.575 billion times and checked for duplication 127,100 times.
For intellectual property rights, if creation is the source, then protection is the core. “Establishing a circuit court specializing in pattern copyright dispute cases in the Textile City market, and implementing a new model of ‘simple rights protection’.” The relevant person in charge of the District Market Supervision Bureau introduced that at present, our district has integrated trademarks, patents, and copyrights The “three-in-one” intellectual property protection model builds a “four-in-one” intellectual property protection system of administrative protection, judicial protection, arbitration and mediation, and industry self-discipline, so that innovators have no worries.
Innovation is the first driving force for development, and protecting intellectual property rights is protecting innovation. At present, our district is opening up the “full chain” of intellectual property creation, application, protection, management and services to stimulate the enthusiasm of textile design enterprises for innovation and entrepreneurship, and promote enterprises to seek high-end development of products through creative development.
