Give industrial solid waste supervision the wings of “digital intelligence”
Keqiao District relies on “Digital Butler” to manage and control industrial solid waste. Since the beginning of this year, the district has transferred 136,000 tons of printing and dyeing sludge and 14,700 tons of hazardous waste, all of which have been monitored in real time by “digital stewards.”
As the construction of “waste-free cities” accelerates, various regions have severely cracked down on environmental violations such as the theft of industrial solid waste and the illegal disposal of industrial solid waste. Relying on the “Digital Blue Network” to create a “digital steward” to realize the full-process supervision of industrial solid waste from generation, collection, transfer, utilization, and disposal will undoubtedly be “even more powerful” and more conducive to solving problems in the bud.
Although governments at all levels have made the improvement of the printing and dyeing industry a top priority, especially in terms of resource utilization and harmless treatment of printing and dyeing sludge, accumulation of gained rich experience and achieved fruitful results. However, printing and dyeing enterprises and sewage treatment plants will produce a large amount of sludge while purifying sewage. If not disposed of properly, It will cause secondary pollution and affect the overall advancement of the construction of “waste-free cities”.
To realize the full-process supervision of industrial solid waste, we first need to start from the source and build an industrial solid waste reporting platform to fill the regulatory gap where the source of industrial solid waste cannot be traced. It is necessary to keep a close eye on enterprises that generate large amounts of industrial solid waste, have high pollution risks, and are difficult to dispose of, and comprehensively investigate and understand the types and quantities of industrial solid waste to ensure that enterprises that generate industrial solid waste are fully managed. It is necessary to guide enterprises to establish a ledger declaration system, strictly review information, achieve full coverage of the industrial solid waste collection and transportation system, and ensure the authenticity, accuracy and completeness of the information reported on the platform. In the process of promoting declaration and registration, the person in charge of the enterprise must earnestly fulfill the main responsibility of environmental protection, strictly implement the industrial solid waste registration system, and ensure that all necessary reports are reported promptly.
By connecting all the GPS data of transfer vehicles to the “Digital Blue Network” platform, real-time positioning and understanding of vehicle status, location and historical operation trajectories can greatly reduce the risk of environmental violations by improving the industrial solid waste circulation system. It is necessary to use video surveillance, vehicle-mounted satellite positioning devices, electronic scales and other IoT sensing equipment, as well as technical means such as drones and satellite remote sensing images to build a better management system with stronger control, greater law enforcement intensity, and better service measures. Secure the collection and transportation process chain and let the entire process of industrial solid waste collection and transportation be “under the sun”.
The newly revised “Solid Waste Law” has reached a new height in the punishment of environmental violations. However, the transportation market is mixed, and there are still some units and individuals who do not hesitate to “commit crimes” and evade solid waste disposal fees by dumping across regions. It is necessary to establish an intelligent management system for solid waste transportation vehicles with “full coverage, full controllable, and full network intelligence” through the powerful power of institutionalization, systematization, and digitalization to achieve “early warning, incident intervention, and in-process control.” The intelligent management and control method of “, after-action back-checking” can effectively promote the efficient coordination and integrated linkage of solid waste, especially industrial solid waste case disposal.
With the “digital steward”, the level of industrial solid waste management has been greatly improved. However, blocking is worse than sparing. In the construction of “digital intelligence and no waste”, it is even more necessary to improve industrial solid waste disposal capabilities, expand digital service functions, and effectively assist the dynamic clearing of industrial solid waste.
