Li Zengli first pointed out that my country is the largest exporter of clothing to Peru. The case has a large value and involves many companies. The final win is of great significance to the company and industry. The external environment for trade remedy investigations currently facing our country is complex. We should adhere to highquality development, use the four-body linkage multi-agent response mechanism to strengthen case early warning and response, and seek cooperation with the industry. Hu Bin pointed out that enterprises in Zhejiang Province have always insisted on taking an active role in defending against trade frictions. Since receiving the notification of filing the case, the provincial department has attached great importance to it. The three-level commercial departments at the provincial, city and county levels have immediately carried out a comprehensive investigation of the company and issued risk warning prompts, and mobilized companies to participate in responding to the lawsuit. Next, Zhejiang will speed up the establishment of its own unique trade remedy response system, working system, theoretical system and guarantee system to minimize the losses and secondary impacts caused by trade frictions.

Yan Qiuyuan pointed out that trade remedy response work is related to protecting foreign trade and stabilizing employment, and plays an important role in regional economic development. This year, Ningbo is facing a severe and complex trade remedy situation and heavy work tasks. Under the guidance of the Ministry of Commerce, the Provincial Department of Commerce and the Textile Chamber of Commerce, the Ningbo Municipal Commerce Bureau adheres to the approach of prevention in advance, response during the incident, and summary after the incident. It takes multiple measures to actively respond to ensure a high response rate and winning rate. Oriented by the enterprise’s problems, listen to the voice of the enterprise and serve the enterprise.

Wang Dongxiao, Director of the Legal Department of the Textile Chamber of Commerce, presided over the meeting and introduced the specific response to this case. In recent years, there has been an increase in the number of major and important trade remedy cases initiated by foreign countries against Chinese textiles and garments, with high case value and great impact. On December 24, 2021, the Peruvian investigation agency launched a safeguard measure investigation into all clothing products involving Chapters 61-63, involving US$734 million in China’s clothing exports to Peru. Under the guidance of the Trade Remedy Bureau of the Ministry of Commerce, the Textile Chamber of Commerce quickly carried out response work on this case and held a response meeting to organize 11 companies to carry out industry defense. After analyzing China-Peru import and export data and repeatedly soliciting opinions from enterprises, comments were drafted and submitted to the investigation agency and the multi-sector committee respectively. On March 11, 2022, Vice Chairman Wang Yu of the Textile Chamber of Commerce represented my country’s garment export enterprises to participate in the Peruvian online hearing and expressed his opinions. Finally, on January 5, 2023, a comprehensive victory was achieved with the case closed without any measures. Wang Dongxiao said that the victory in this case was the result of the cooperation of multiple parties and could not have been separated from the support of the Trade Remedy Bureau of the Ministry of Commerce, local commerce authorities at all levels and the companies involved.

As a corporate representative of the industry’s defense, Xue Qinfen, manager of the Document Department of Ningbo Shidanu, introduced the company’s overall development from 21 to 23 years. In the harsh environment, especially the Russia-Ukraine war, de-Sinicization of procurement, and the complex external situation, companies need to continuously improve themselves and improve the supply chain system. The association believes that “four-body linkage” is a powerful means of trade relief under the guidance of the Ministry of Commerce, the support of local commerce bureaus and industry associations, and the proactive counterattack by enterprises. The association will also strengthen close ties with the China Chamber of Commerce for Import and Export of Textiles, provide more trade protection measures to enterprises, and make services more in-depth and detailed.
