[Local Two Sessions] Wu Yang: Accelerate digital transformation and help the high-quality development of the textile and apparel industry!
“This year’s proposal is in the same vein as last year, both focusing on the development of the textile and apparel industry. However, this year it is more closely integrated with digitalization, hoping to promote industrial clustersHighquality development.” At the ongoing Dongguan Two Sessions, Wu Yang, member of the CPPCC, member of the Dongguan Municipal Committee of China Democratic National Construction Association, and chairman of the Financial Branch, proposed that the textile and garment industry is the key to Dongguan’s development. One of the pillar industries of China, however, in an environment where the center of gravity of the global digital economy is shifting to the industrial Internet, the current industrial chain links are long and highly dispersed, making digital transformation particularly urgent.
Wu Yang pointed out that the traditional development model of the textile and garment industry has encountered challenges. Dongguan’s textile and garment industry cluster will have an operating income of nearly 100 billion yuan in 2022. It has certain advantages in terms of size. However, the vast majority of small and medium-sized textile and garment enterprises have low informatization levels, high purchase costs for digital equipment, long capital investment return cycles, and existing processes. Inadequate technology, insufficient technical strength and high post-construction operation and maintenance costs are the biggest concerns for these companies. Moreover, most entrepreneurs of the first generation stay in business and generally have little or no awareness of digitaltransformation and upgrading; coupled with changes in the external consumption environment and onlineE-commerce has been impacted, and some companies above designated standards have even declined significantly, and the overall performance is not optimistic.
“Dongguan lacks a complete digital clothing industry chain system. Compared with cities such as Beijing, Shanghai, Guangzhou and Shenzhen, Dongguan has fewer young fashion brands, low online activity, and obvious lag in development. How to adapt to the lifestyle and shopping style of ‘Generation Z’ , building a fan economy and developing Internet marketing have become a major challenge at present.” Wu Yang said.
In addition, the new generation of information technology promotes the rapid rise and overtaking of new brand companies, and Dongguan’s traditional clothing companies are facing the impact of dimensionality reduction. Clothing companies in Shenzhen, Shanghai and other places are rapidly rising with data-driven business. Although there are garment companies in Dongguan such as Yichun that have applied production systems such as 5G+AGV+flexible, etc., most traditional companies rely on manual statistics and Kanban to complete production execution and management tasks. They are unable to respond quickly and are prone to data incompatibility between various links in the industry chain. Pain points such as slow response in the supply chain and long cycles for new clothing styles make it difficult for the industry to break through the old development mechanism.
The recently held province-wide high-quality development conference proposed “taking the real economy as the basis, insisting on taking the manufacturing industry as the mainstay, and striving to build a strong manufacturing province.” Dongguan City’s No. 1 document also issued that the manufacturing industry should be the mainstay and promote the high-quality development of the real economy. call. Wu Yang suggested that Dongguan’s textile and apparel industry should rely on digital transformation and the industrial Internet to move towards the middle and high end of the global value chain and achieve high-quality development. First, it is necessary to build a public service system for industrial digital transformation. Guide enterprises to fully understand the “amplification” effect of digitalization on industrial development and regard digital transformation as a key element to enhance core competitiveness. Take the lead in building an industrial cloud platform, guide small and medium-sized enterprise brands to fully migrate to the cloud, carry out network collaborative manufacturing, and achieve resource aggregation and docking in all aspects of production and operation such as product design, manufacturing, sales, and management.
The second is to accelerate the digital transformation of the industry and the empowerment of information technology. Strengthen the application and platform construction of innovative technologies for key enterprises as key connection points and practice entities, strengthen the construction of industry basic databases such as design and engineering knowledge bases and clothing human body databases, and promote data integration and information sharing in key links of the supply chain. Use big data, artificial intelligence and other technologies to predict consumer demand in a timely manner, enhance the adaptive relationship between production and demand, and promote the transformation of the industry from product-oriented to consumption-oriented. Encourage enterprises to strengthen technological innovation, actively apply for high-tech enterprises, build key laboratories, engineering centers, corporate technology centers, industrial design centers and other innovation carriers, and carry out research on key core technologies and common technologies.
The third is to improve the industrial ecology and form a high-end supply pattern. Make good use of the “five foreign” linkage cards and solidly implement the three key projects of the high-end clothing industrial park: “Humen High-speed Railway Station TOD Fashion Industry R&D and Exhibition Center + Greater Bay Area International Fashion Valley + Greater Bay Area Yiliu Fashion Industrial Park” The project undertakes Guangzhou-Shenzhen industrial transfer and optimizes the fashion industry resources in the Greater Bay Area. Benchmarking international first-class fashion weeks, highlighting the unique positioning of technology and fashion integration, innovative design, business implementation, international cooperation, sustainable development, and national fashion, to build Humen Greater Bay Area Fashion Week into a globally influential and trend-setting fashion Events and Dongguan fashion business cards.
