Behind the convenient Keqiao service is the in-depth advancement of the national-level pilot work for the “one-certificate” management of environmental statistics and pollution discharge permits in the printing and dyeing industry. Since the beginning of this year, our district has used this pilot work as a starting point to build a fixed pollution source supervision system with pollution discharge licenses as the core, comprehensively register the contents of pollution discharge licenses, encourage enterprises to carry out emission rights mortgage financing, alleviate corporate financing problems, and reduce pollution emissions from printing and dyeing industries. Licensing supervision will be further revitalized.
With the help of digital construction, the supervision of printing and dyeing pollution discharge permits is more standardized and efficient. Since the beginning of this year, our district has relied on the “Digital Blue Network” project to build an integrated platform for environmental statistics and emission permit data. With the emission permit information as the core, the district summarizes variousenvironmental protection data of enterprises in tabular form. Information, about 1.5 million pieces of system data from 110 printing and dyeing companies have been integrated, reducing the amount of data reported by companies by 50%, and finally forming a supervision form of “one form for comparison, standardized reporting, and data coverage”.
In order to enhance the sense of gain for enterprises, our district has further innovated services based on the construction of an integrated platform, simplified the processing process, and shortened the processing time. At present, the average processing time for changes in pollution discharge licenses has been shortened to 5 working days, 60% faster than before. The first application for a pollution discharge license by “Hongda Printing and Dyeing”, the largest group in the cross-border integration of the printing and dyeing industry, only took 3 working days. , created the “Keqiao Speed”.
To support the “one certificate” management, our district has also canceled the requirement that the upper limit of the mortgage amount of emission rights is 80% of the assessed value, and combined with loan mortgage methods such as balance mortgage and third-party mortgage to further revitalize emission rights assets and “loans” “Motivate the green development of enterprises. From January to November this year, the district’s emission rights trading amount was 37.48 million yuan, a year-on-year increase of 18.7%.
