1. The textile industry has experienced the test of the epidemic and gradually returned to normal operation
The COVID-19 epidemic has lasted for three years. A series of uncertain and unstable factors such as insufficient market demand, poor supply chain operation, rising prices of bulk raw materials, and rising trade environment risks have posed severe challenges to my country’s textile industry. Facing the complex external situation, the resilience of industry development has been fully unleashed, and the advantages of stable operation of the complete industrial system have continued to emerge. From 2020 to 2022, my country’s textile and clothing exports totaled more than 300 billion U.S. dollars, reaching 340.95 billion U.S. dollars in 2022, setting another record high. Compared with before the epidemic, the constant price industrial added value of textile enterprises above designated size in 2022 will be basically the same as that in 2019, and operating income will increase by an average annual rate of 0.5% in three years, indicating that the industry’s production and sales scale have stabilized and improved during the epidemic. The completed fixed asset investment in the textile industry and chemical fiber industry has averaged annual growth rates of 2.9% and 8.8% in the past three years respectively. During the epidemic, enterprises still insisted on expanding investment in transformation and upgrading. Under the test of the epidemic, the textile industry has continued to play an important role in stabilizing economic operations, balancing the international balance of payments, and promoting the improvement of people’s livelihood. In 2022, both supply and demand ends of the textile industry will be under pressure at the same time. The overall performance of the demand side is weak. In particular, the domestic demand market is affected by the epidemic, and consumption potential is difficult to fully unleash. The retail sales of clothing, shoes, hats, and knitted textiles above designated size decreased by 6.5% year-on-year. The retail sales of online clothing products only increased by 3.5%, compared with 2021. The annual slowdown was 4.8 percentage points. The price of raw materials at the production end continues to be high, and it is difficult to transmit cost pressure to the consumer end, resulting in increased capital turnover pressure on enterprises, slowing down production and sales, and declining profits. The industrial added value, operating income, and total profits of enterprises above designated size decreased by 1.9% and 0.9% year-on-year respectively. and 24.8%.
In 2023, my country’s epidemic prevention and control has entered a new stage. Under the complex international situation, it has created important basic conditions for the stable and orderly recovery of the economic operation of the textile industry. From an external perspective, the recovery situation of the international market is not optimistic. After resuming work during the Spring Festival, companies generally reported that export orders have not yet recovered. Coupled with the impact of non-economic risk factors such as Xinjiang-related issues, it is very difficult for total textile and apparel exports to continue to grow above historical highs this year. The domestic market is full of hope. The orderly restoration of production and living order will lead to a gradual comprehensive recovery of the consumption scene, and the efficiency of supply chain operation will also be significantly improved. In addition, the steadily improving macro fundamentals and the continuous release of policy dividends will boost the market. With the positive effect of confidence, the textile industry will surely see more room for success in the domestic demand market. Especially under the current background of upgrading domestic consumption and increasing cultural confidence, the domestic brand pattern is in a window period for adjustment. Textile and apparel companies have a favorable opportunity to fully tap the potential of national trends, green, channels and other consumer hotspots, and promote the formation of a positive interaction between production and demand. . With the support of domestic demand, the textile industry will gradually return to a stable operating track of in-depth structural adjustment and promotion of high-quality development, opening up a new situation in building a modern textile industrial system. 1. Promote layout transfer in regional collaboration
With major regional strategies such as the integration of the Yangtze River Delta, the Yangtze River Economic Belt, and the ecological protection and high-quality development of the Yellow River Basin as carriers, the country is accelerating the coordinated economic development of the Yangtze River and Yellow River basins. Complementary resource endowments, cultural traditions, and ecological protection synergies make river basin economies an important scenario for cross-regional industrial layout. 2. Develop modern clusters in urban-rural integration
The textile industry cluster is a key node connecting urban and rural areas. It plays a special role in building a new industrial relationship that promotes mutual promotion and coordinated development between industry and agriculture. It is of strategic value for consolidating and expanding the results of poverty alleviation. In 2021, the textile industry output value of China Textile Federation’s 211 pilot industrial clusters reached 3.8 trillion yuan, with more than 7 million employees and more than 250,000 enterprises, making outstanding contributions to stabilizing local growth, protecting people’s livelihood, and stabilizing employment. Comprehensively promoting rural revitalization is an important strategy for building a modern socialist country in an all-round way. At this stage, about 70% of the industrial clusters in the textile industry are still concentrated in the economically developed provinces in the east. In the future, we must make good use of the powerful opportunity of basically opening up the urban and rural factor flow system and gradually stimulating rural resource activities to promote the industry to the central and western regions, border provinces, counties and towns. The region strengthens its transfer layout, uses people’s livelihood industries to serve the improvement of people’s livelihood, and promotes common prosperity and border stability.
