Currently, the novel coronavirus pneumonia epidemic continues. While upstream and downstream enterprises in the textile industry chain are doing their best to ensure the supply of anti-epidemic materials, they are gradually resuming production in an orderly manner.
In order to gain a deeper understanding of the progress and difficulties encountered by printing and dyeing enterprises in resuming work and production under the epidemic, Issues and promptly report the relevant situation of industry enterprises to government departments. Since February 13, 2020, the China Printing and Dyeing Industry Association has conducted follow-up investigations on industry enterprises and industrial clusters through various channels. During the survey period from February 13 to 29, the resumption of work and production of printing and dyeing enterprises was generally progressing steadily, the number of resumption enterprises and the number of resumption of workers increased, and the operating load of the resumption enterprises gradually increased. However, enterprises still faced some practical problems in resumption of work and production.
1. Resumption of work and production of enterprises
(1) Line Investigation situation
According to the deployment and requirements of the Ministry of Industry and Information Technology, the China Textile Federation has established a “report system for enterprise resumption of work and production” since February 13. The China Printing and Dyeing Industry Association has widely Mobilize member companies to fill in questionnaires and track their resumption of work and production. As of 12:00 on February 29, a total of 127 valid questionnaires have been received from companies. The survey information is now summarized as follows:
Resumption of production and operation of enterprises
According to statistics from the Printing and Dyeing Association, 87.40% of the 127 printing, dyeing and related companies that participated in the online survey have gradually resumed work; 111 of them reported the current employee arrival status, with 110,877 people on duty, accounting for the normal situation The proportion of the total number of employees below is 72.50%.
The Printing and Dyeing Association extracted daily summary information on the resumption of work and production of enterprises at four different time points, namely February 14, 19, 24 and 29. The number of online reporting households received from companies at each time point were 42, 76, 106 and 127 respectively. The corresponding proportion of companies that have resumed work and the proportion of people who have resumed work are shown in Figure 1.

The data results show that as the companies participating in the survey With the increase in the number, the proportion of enterprises that have resumed work and those who have resumed work has generally been gradually increasing, indicating that the resumption of work and production of enterprises is progressing steadily.
(1) From the perspective of enterprise distribution area
Participate in the survey Among the 127 companies, more than 80% are located in the eastern coastal areas such as Shandong Province, Zhejiang Province, Jiangsu Province, Fujian Province and Guangdong Province. Only 14.96% of the companies are located in the central and western regions. The specific distribution is shown in Figure 2.

The statistical results show that those who participated in the survey Among enterprises, the printing and dyeing enterprises in Shandong Province have resumed work and production relatively well, with the enterprise resumption rate and employee attendance rate exceeding 85%. The reason analyzed is that most enterprises in Shandong Province mainly employ local employees, and the obstacles to workers returning to work are not prominent; Although the resumption rate of enterprises in Zhejiang Province and Fujian Province is relatively high, the employee attendance rate is relatively low. The incomplete return of workers has become one of the main reasons affecting the progress of enterprises in resuming production.
(2) From the perspective of enterprise scale
Participating in the survey The 127 enterprises are mainly small and medium-sized enterprises, accounting for 72.23%, and there are fewer micro-enterprises, accounting for less than 3%. The resumption rates and proportion of workers returning to work for enterprises of different sizes are shown in Figure 4.

Statistical results show that large and medium-sized enterprises The resumption rate of enterprises is significantly higher than that of small and micro enterprises. The resumption rate of large and medium-sized enterprises has reached more than 90%, which is 16.47 and 20.70 percentage points higher than that of small enterprises respectively. Compared with the higher resumption rate of enterprises, the employees of medium-sized enterprises have returned to work. The rate is slightly insufficient. This is because in addition to local governments actively assisting employees in remote locations to return to work, large enterprises also have the ability to organize their employees to return to work smoothly, while medium-sized enterprises have done relatively insufficient work in this regard.
(2) Research on key enterprises
In addition to daily launches In addition to member companies filling out questionnaires, the Printing and Dyeing Association also conducts surveys on key member companies through various channels such as WeChat, phone calls, and text messages. Based on information from multiple research channels, as of February 29, a total of 180 key member companies have received effective feedback on the current resumption of work and production, of which 168 companies have resumed work, with a resumption rate of 93.33%; 148 of the 180 companies The companies reported on the current employee arrival status. Under normal production conditions, the total number of employees employed by these 148 companies is approximately 164,470. Currently, the number of employees on duty is approximately 93,651, and the employee attendance rate is 56.94%. Judging from the operating rate data reported by enterprises, the operating rate of most enterprises is around 70%, the operating rate of some key enterprises has reached 80%~90%, and the operating rate of individual enterprises has reached 90%.More than 5%, indicating that the current operating situation of most companies that have resumed work has improved significantly compared with early February.
(3) Resumption of work in major industrial clusters
Currently, in Between the prevention and control of the COVID-19 epidemic and the stable development of the economy and society, many printing and dyeing clusters and professional markets are focusing on epidemic prevention and control on the one hand, and resumption of work and production on the other hand, emphasizing scientific prevention and control, and increasing efforts to resume work and production in an orderly manner.
As of February 25, 81 of the 108 printing and dyeing enterprises in Keqiao District, Shaoxing City have resumed production, with a resumption rate of 75%. With the introduction of Keqiao District to support the resumption of work of enterprises, Incentive measures for resuming production, it is expected that by the end of February, printing and dyeing enterprises in Keqiao District will basically be able to resume full production, and the overall production capacity will be restored to more than 80%.
As of the end of February, printing and dyeing enterprises in the three industrial clusters of Shishi City have basically resumed work, with 70% to 80% of employees returning to work and 40% of enterprise production capacity. ~50%. The main problem faced at this stage is that employees are prevented from returning to work. Especially after some towns and villages implemented closed management, some employees are unable to return to work, and some employees are in isolation. In addition, there is also a mismatch between returning employees and positions in the agglomeration area. .
There are 46 textile printing and dyeing enterprises in Yancheng City Textile Dyeing and Finishing Industrial Park, including 25 enterprises above designated size. As of February 18, all enterprises in the park have achieved comprehensive The total number of employees who have resumed work has reached 6,000, of which 5,000 have resumed work in enterprises above designated size, accounting for 83.33%. The current factors affecting normal production in the park mainly include difficulties for foreign employees to return to work and the impact on the transportation of raw materials for enterprise production.
2. Main difficulties and problems faced by enterprises in resuming work
Many Surveys from various channels show that companies are currently facing a series of difficulties in resuming work and production. The problems reported by companies are mainly concentrated on labor shortages, poor logistics, and difficulties in purchasing epidemic prevention supplies. Although many local governments have taken measures such as bringing back workers from other places in an orderly manner, reducing road traffic jams, and supporting supporting enterprises to start operations, the above-mentioned problems that restrict the resumption of work and production of enterprises have not yet been completely alleviated.
The survey results show that 63.78% of the surveyed companies reported that the supply chain was blocked due to poor transportation and logistics, and the delay in the operating cycle became the primary issue restricting their full resumption of work and production;
