According to news on March 27 on the website of the State Administration for Market Regulation, in 2022, the State Administration for Market Regulation organized and carried out national supervision and spot checks on the quality of daily necessities and textile products. The random inspection status is reported as follows:

1. Basic situation

(1) Overview of spot checks. This time, 622 batches of daily necessities and textiles produced by 615 companies were randomly inspected, involving 5 products including strollers, children’s shoes, restraint systems for children in motor vehicles, travel bags, and sports helmets. It was found that 89 batches of products were unqualified (see attachment for details) 1), the random inspection failure rate was 14.3%. 123 items of 5 products were inspected, including 107 safety items, accounting for 87.0%. Among the 89 batches of unqualified products found in random inspections, 50 batches of product safety items were unqualified, accounting for 56.2%.

(2) Follow up and spot check the situation. This follow-up spot check has 35 unqualified companies since the last spot check. Among them, the products of 13 companies are still unqualified (see attachment 2 for details), and the products of the other 22 companies are qualified.

2. Analysis of spot check results

(1) The failure rate of strollers in random inspections was 3.6%. This time, 220 batches of products produced by 215 companies in 12 provinces (municipalities) were randomly inspected, and 8 batches of products were found to be unqualified. The unqualified rate was 3.6%, a decrease of 4.5 percentage points from the previous inspection. The spot inspection covered 5 categories of children’s bicycle products, including children’s bicycles, children’s tricycles, children’s strollers, baby walkers, and ride-on vehicle toys. Among them, 90 batches of ride-on vehicle toy products were randomly inspected, and 4 batches were found to be unqualified. The unqualified rate in the spot inspection was 4.4%, 0.8 percentage points higher than the average. The failure rates of this product in spot inspections in the past three years were 3.9%, 8.1%, and 3.6% respectively.

This spot inspection focused on inspecting 79 safety items in five categories including the mechanical and physical properties of strollers, combustion properties, migration of specific elements, plasticizers, and electrical properties; it was found that the unqualified items involved brake handle size, handle Riser tubes, chain guards, pinch points, dynamic durability testing, hinge gaps, handles and other similar tubes, gaps between moving parts, stability, plasticizers, etc. 10.

The above random inspections mainly involved products produced in Hebei Province and Zhejiang Province, which are industrial clusters. 62 batches and 56 batches were randomly inspected respectively. The unqualified rates were 4.8% and 3.6% respectively.

(2) The failure rate in the spot inspection of children’s shoes was 21.1%. This time, 242 batches of products produced by 240 companies in 14 provinces (municipalities) were randomly inspected in the circulation field, and 51 batches of products were found to be unqualified, with a spot inspection failure rate of 21.1%. The failure rates of this product in spot inspections in the past three years were 18.8%, 24.5%, and 21.1% respectively.

This time, we focus on the phthalates, total heavy metals, physical and mechanical safety performance/physical safety performance, formaldehyde/free formaldehyde, decomposable harmful aromatic amine dyes, dimethyl fumarate, N- 21 items including nitrosamines, chlorophenols, hexavalent chromium in leather and fur, extractable heavy metals, and pH value were inspected, including 15 safety items, accounting for 71.4%; unqualified items were found to involve phthalates There are 5 items including diformate, total amount of heavy metals, physical and mechanical safety performance, formaldehyde and outsole wear resistance. Except for the outsole wear resistance, the rest are safety items. 27 batches of products in the phthalate ester project failed, 20 batches of products in the total heavy metal project failed, 5 batches of products in the physical and mechanical safety performance project failed, and 4 batches of products in the formaldehyde project failed. According to the analysis of the technical agency, the main reason for the unqualified total amount of phthalates and heavy metals is the use of raw materials with excessive harmful chemical substances for production; the main reason for the unqualified formaldehyde is the use of finishing aids containing excessive formaldehyde during the production process. , and the residual formaldehyde has not been removed properly; the main reason for the unqualified physical and mechanical safety performance is that there are problems in the product design, resulting in small accessories that do not meet the standard requirements; the main reason for the unqualified wear resistance of the outsole is the raw material preparation The ratio is unreasonable, the rubber synthesis or the foaming process of the foam sole is improper, resulting in the sole being too soft or the thickness of the dense layer being insufficient.

The above random inspections mainly involved products produced in Zhejiang, Fujian, Guangdong and other provinces, with 102 batches, 55 batches, and 34 batches inspected respectively. The unqualified rates were 24.5%, 25.5%, and 11.8% respectively.

(3) The restraint system for child occupants of motor vehicles was not found to be unqualified. This time, we randomly inspected 23 batches of products produced by 23 companies in 5 provinces (municipalities) in the circulation field, focusing on dynamic tests, buckle opening tests after loading, energy absorption, flipping, markings, installation instructions and operating instructions, and migration Seven safety items including element limit requirements were inspected, and no failure was found. The unqualified rates of this product in random inspections in the past three years were 14.7%, 3.3%, and 0% respectively.

(4) The failure rate in random inspections of travel luggage was 26.1%. This time, 115 batches of products produced by 115 companies in 12 provinces (municipalities) were randomly inspected in the circulation field, and 30 batches of products were found to be unqualified, with a spot inspection failure rate of 26.1%. The product’s failure rates in spot inspections in the past three years were 17.8%, 16.4%, and 26.1% respectively.

This time the focus is on the free formaldehyde, decomposable harmful aromatic amine dyes, tie rod fatigue resistance, walking performance, oscillation impact performance, drop performance, plastic hard case surface falling ball impact resistance, roller impact performance, and box 12 items including (bag) lock durability, stitching strength, and travel bag fabric friction color fastness were inspected; unqualified items were found.And oscillation impact performance, drop performance, walking performance, box (bag) lock durability performance, does not involve safety items. Among them, 28 batches of products failed in the oscillation and impact performance project, 4 batches of products failed in the walking performance project, 1 batch of products failed in the drop performance project, and 1 batch of products failed in the box (bag) lock durability performance project.

According to the analysis of the technical organization, the main reasons for the unqualified oscillation impact performance are unreasonable design, insufficient strength of the product handle, the quality of the box material and the tie rod handle and other accessories, or the stitching connection process is not up to standard and cannot withstand the load. Violent stretching and impact; the main reason for unqualified drop performance is insufficient strength of the corners, edges and other parts of the product; the main reason for unqualified walking performance is unqualified strength of the wheel structure, which is prone to damage when walking with load; boxes (packages) The main reason for the unqualified durability of the lock is that the closing strength of the luggage (bag) lock is insufficient. The above random inspections mainly involved products from manufacturing enterprises in Guangdong Province. 62 batches were randomly inspected, and the unqualified rate was 32.3%.

(5) Sports helmets were not found to be unqualified. This time, 22 batches of products produced by 22 companies in 7 provinces (municipalities) were randomly inspected in the circulation field, focusing on four safety items including helmet vision, helmet wearing device stability, helmet wearing device strength performance, and helmet collision energy absorption performance. Inspection found no deficiencies. The failure rates of this product in spot inspections in the past three years were 13.6%, 3.6%, and 0% respectively.

3. Relevant requirements

The quality of daily necessities and textile products is related to the health and safety of people’s daily lives. Market supervision departments at all levels must attach great importance to it and do a good job of supervision in accordance with the law and their duties. In response to the problems discovered in this national supervision and inspection of product quality, the relevant provincial market supervision departments must do the following work:

(1) Strengthen the processing of spot inspection results. In accordance with the “Product Quality Law of the People’s Republic of China”, “Interim Measures for the Management of Product Quality Supervision and Spot Inspections” and other regulations, we shall do a good job in handling the results of supervision and spot inspections. Seize and detain unqualified products discovered during supervisory inspections in accordance with the law, order enterprises selling unqualified products to stop selling the same product, comprehensively clean up and dispose of unqualified products in stock in accordance with the law; order enterprises producing unqualified products to stop production and sales of the same product, and clarify rectification requirements. (2) Carry out special quality management and follow-up supervision. For children’s shoes from Zhejiang Province and Fujian Province, and travel luggage from Guangdong Province, the market supervision departments of the relevant provinces must organize special quality and safety rectifications, increase the supervision and inspection of key enterprises within their jurisdictions, and use a variety of means to maintain a high-pressure quality supervision situation. , seriously deal with illegal activities and improve quality and safety levels.

(3) Supervise the implementation of main responsibilities. Notify relevant local governments and departments of the situation of unqualified products in this supervision and spot inspection, and take effective measures to urge enterprises that produce and operate unqualified products to implement their main responsibilities for product quality and safety, organize production and sales in strict accordance with standards and laws, and ensure product quality and safety.

(4) Strengthen quality and technical assistance. Organize relevant industry organizations and technical institutions to help enterprises find out the causes in depth, propose improvement measures and solutions, and promote the improvement of industry quality levels.
