A week ago on March 15, the 2023 National Textile and Garment Industrial Park Work Conference was held in Santai County. At the meeting, the ChinaTextile Industry Federation identified 32 residential areas as the “National Textile and Garment Industrial Park Pilot (Demonstration)”. There are more parks in the central and western regions, with 25 parks from Sichuan, Xinjiang, Guangxi, Shaanxi, Hubei, Anhui, Jiangxi, and Yunnan. Among them, a total of three parks in Sichuan were shortlisted, namely Sichuan Pengzhou Industrial Development Zone, Sichuan Pingshan Economic Development Zone, and Sichuan Santai Industrial Park.

Santai County is a county with a large population and a relatively weak industrial base. In 1993, the total output value of Santai County’s textile, footwear and clothing industry was only 35 million yuan. In 2022, this number will reach 6.26 billion yuan, with more than 50 companies.
In 30 years, almost from scratch, Santai County’s textile, footwear and clothing industry has quickly become a local pillar industry, accounting for 74% of the city’s total output value of the textile, footwear and clothing industry.
The foreign vehicles with “Fujian” license plates outside the conference venue and the business representatives speaking with accents from various places also demonstrate the diversification of Santai’s textile, footwear and apparel industry.
At the meeting, some experts mentioned that the average salary of workers in some coastal textile industrial parks exceeds 5,000 yuan, while in related parks in the west it is about more than 4,700 yuan. The difference of several hundred yuan has caused many people to return to their hometowns for employment. Combining this trend, Santai County has embarked on the road of becoming an industrial county based on its agricultural advantages and demographic dividends, among which the textile, footwear and clothing industry has developed the fastest.
At the meeting that day, this was also recognized by Zong Ruilong, deputy director of the Textile Division of the Department of Consumer Goods Industry of the Ministry of Industry and Information Technology. In terms of the current operation and management of industrial parks, most of the 32 parks are government-invested parks, and a small number are government-enterprise cooperation and independent investment and construction by enterprises. This reflects that the construction of textile and garment industrial parks has a strong government Dominance and regional leadership.
Taking Santai County as an example, in the process of building a professional park, Santai County established a special team to extend and strengthen the chain of the textile, footwear and clothing industry, focusing on Jialian (Jiaxi), Hongxing Erke, Hanbinlin, Yi Leading companies such as Le Textile focus on key areas such as the Yangtze River Delta and Fujian, and at the same time build a number of factories and parks suitable for the textile and garment industry as carriers.

As a carrier of industrial development, park construction continues to accelerate. In 2022, the national retail sales of clothing, shoes, hats, needles and textiles by units above designated size will be 1.3003 billion yuan, a year-on-year decrease of 6.5%. However, during the same period, the completed fixed asset investment in the national textile industry, chemical fiber industry, and clothing industry increased by 4.7%, 21.4%, and 25.3% respectively year-on-year. According to experts at the meeting, the park has become the main vehicle for investment.

Jialian (Jiaxi), which is busy replacing its new production line, will use the latest technology in this technical transformation to build a new factory for intelligent manufacturing and printing and dyeing. Through continuous technological innovation, the company’s annual output value has increased from less than 40 million yuan initially to exceeding 2.5 billion yuan in 2022.
