The United States makes a final affirmative ruling on industry damage from anti-dumping against Taiwan’s low melting point polyester staple fiber

On July 19, 2018, the U.S. International Trade Commission (USITC) voted to make a final affirmative ruling on anti-dumping industry damage to low-melting polyester staple fiber (Low Melt Polyester Staple Fiber) imported from Taiwan, China and South Korea: the import of the products involved causing substantial damage to U.S. domestic industries. In this ruling, all five members voted in the affirmative. Based on the above-mentioned affirmative ruling on industrial harm, the U.S. Department of Commerce will issue anti-dumping tax orders on low-melting polyester short fibers from Taiwan, China and South Korea.

At the same time, the U.S. International Trade Commission determined that the products involved in the case imported from South Korea did not have an emergency situation of exporting large quantities of the products involved in order to avoid the possible affirmative final ruling. Therefore, the United States will not retroactively impose anti-dumping duties on the products involved in the case from South Korea. .

On June 27, 2017, the American company NanYa Plastics Corporation applied to the U.S. Department of Commerce and the U.S. International Trade Commission on behalf of the U.S. domestic industry, requesting to initiate an anti-dumping investigation into low-melting polyester short fibers imported from Taiwan, China and South Korea. On July 18, 2017, the U.S. Department of Commerce issued an announcement to launch an anti-dumping investigation into low-melting polyester staple fiber imported from Taiwan, China and South Korea. On January 29, 2018, the U.S. Department of Commerce issued an announcement to make a positive preliminary anti-dumping ruling on the products involved in the case imported from Taiwan, China and South Korea. On June 19, 2018, the U.S. Department of Commerce announced a final anti-dumping ruling on low-melting polyester staple fiber imported from Taiwan, China and South Korea.
