Indonesia continues to implement safeguard measures on imported curtains

On May 22, 2023, the WTO Safeguards Committee released the safeguard notification submitted to it by the Indonesian delegation on May 19. On May 5, 2023, the Indonesian Ministry of Finance issued Order No. 45 on April 26, 2023 in the Indonesian Official Gazette, continuing to impose restrictions on imports of curtains (including curtains), blinds, Bed curtains and other decorative fabric products (Curtains (Including Drapes), Interior Blinds, Bed Valances, and Other Furnishing Articles) are subject to a safeguard tax for a period of three years, as follows: May 22, 2023 – May 21, 2024 The daily price is 22,717 Indonesian rupiah/kg, the period from May 22, 2024 to May 21, 2025 is 16,595 Indonesian rupiah/kg, and the period from May 22, 2025 to May 21, 2026 is 10,473 Indonesian rupiah/kg. The Indonesian tax numbers of the products involved are 6303.12.00, 6303.19.00, 6303.91.00, 6303.92.00, 6303.99.00, 6304.19.90, 6304.91.90, 6304.92.00. The above safeguard measures are not applicable to the products involved in the Hong Kong Special Administrative Region of China and the Macau Special Administrative Region of China.

On September 18, 2019, Indonesia launched a safeguard measure investigation on imported curtains (including curtains), blinds, bed curtains and other decorative fabric products. On November 9, 2019, Indonesia implemented a 200-day temporary safeguard measure on the imported products involved. On May 27, 2020, Indonesia officially implemented safeguard measures for the products involved, which will be valid until November 8, 2022. On April 25, 2022, at the request of Indonesian domestic manufacturers, the Indonesian Safeguards Committee launched the first sunset review investigation into the case. On August 12, 2022, the WTO Safeguards Committee released the safeguard notification submitted to it by the Indonesian delegation, stating that the Indonesian Safeguards Committee made the first sunset review final ruling on the case.
