Set up a special class to promote top quality
In recent years, Anqing City has implemented the “chain leader system” for the industrial chain in accordance with the idea of ”one industry chain, one leading department, and one dedicated work class” and has set up 10 special classes for the industrial chain, with the municipal leader serving as the “chain leader” , top priority to promote industrial development. Among them, the modern textile and garment industry is Anqing’s traditional industry, people’s livelihood industry, advantageous industry, and pillar industry. The chairman of the Municipal People’s Political Consultative Conference serves as the chain leader, the vice chairman in charge and the secretary-general serve as deputy chain leaders, and the Municipal Economic and Information Bureau serves as the leading department.
As soon as the industry chain special class was established, four research groups were formed in conjunction with the Provincial Textile Industry Association to carry out a “big research” activity on the city’s modern textile and apparel industry. Based on the research, we will gradually improve the work roadmap and timetable, and speed up the preparation of “one guide and two maps”, that is, the textile and apparel industry development plan, industry map, and investment map, so that we can follow the map.
At the same time, the industry chain has established and improved working mechanisms, and through the “weekly reports”, “monthly summaries” and “centralized office” mechanisms for key tasks, it has effectively promoted the highqualitydevelopment.

Give full play to advantages and strengthen services

According to Zhang Song, chairman of the CPPCC and city’s modern textile and apparel industry chain leader, the proportion of traditional industries in the textile and apparel industry is too high, and there are “deficiencies” in high-end printing and dyeing, high-end fabrics and other links, which urgently need to be extended and repaired; there are few leading companies , the radiation driving ability is weak, and it is urgent to introduce upstream and downstream enterprises in the industry chain and leading enterprises.
Since 2021, Anqing City has made every effort to give full play to the unique role of Anqing fellow citizens in the “double recruitment and double introduction”, established a normal communication and docking mechanism with 30 Anqing chambers of commerce from other places, actively organized and carried out various investment promotion activities, and vigorously introduced Supporting enterprises in the upstream and downstream of the industrial chain. Last year, the city signed 50 new textile and apparel industry projects worth over 100 million yuan, with a total investment of 10.876 billion yuan.

Last year, the Anqing Municipal People’s Political Consultative Conference visited 56 companies and collected 68 clues to the problems; this year, it visited 18 companies and collected 24 reported problems. The problems reported by many textile and garment enterprises, such as difficulty in recruiting workers, rising operating costs, poor logistics and transportation, and insufficient tax reduction and cost reduction, have all been relatively well resolved.
At the same time, Anqing City seizes the opportunities for integrated development in the Yangtze River Delta and actively promotes cooperation to build textile and clothing demonstration parks and industrial clusters, achieving high-quality coordinated development of the industrial chain Obvious results have been achieved, and a number of distinctive industrial clusters and key enterprises have emerged in the city. Twelve companies in the city were listed among the top 50 textile and garment companies in Anhui Province, with Shenzhou Knitting and Huamao Group taking the first and second place.
Actively set up a platform to expand influence
The branches of industry are flourishing, how to make the industrial chain bear fruit? “The fragrance of wine is afraid of the deep alleys. Allowing Anqing’s modern clothing industry to continue to expand its influence is also the proper meaning of the healthy development of the industrial chain.” Yang Lin, vice chairman of the CPPCC and deputy director of the city’s modern textile and clothing industry chain, said.
In recent years, Anqing City has actively strived to undertake exhibitions with outstanding influence in the country and industry, attracting domestic industry experts and key enterprises to participate, and enhance the brand influence of the textile and garment industry.
On March 22 this year, the “Yi Fashion·Looking to the Future” 2023 China (Anqing·Wangjiang) Modern Textile and Garment Industry Exhibition opened grandly at the Anqing Convention and Exhibition Center. In the 8,000-square-meter exhibition area, 139 companies used new windows to display new products, explore new markets, and look for new business opportunities. 26 projects worth more than 100 million yuan were newly signed on site, with a total investment of 116.36 billion. As of now, there are more than 2,000 modern textile and garment enterprises in the city, with a total output value of 50 billion yuan, including 190 industrial enterprises above designated size, with an output value of 24.3 billion yuan.
