The targets of this rectification are all textile composite enterprises in Shaoxing, namely cotton textile and Enterprises that include composite processes in printing and dyeing finishing (C171), chemical fiber weaving and printing and dyeing finishing (C175), manufacturing of knitted or crocheted fabrics and their products (C176), and manufacturing of industrial textile products (C178).

Specifically, in terms of source substitution, textile composite enterprises should use low VOCs content adhesives such as bulk adhesives and water-based adhesives to replace solvent-based adhesives, and replace (renovate) existing production equipment. Enterprises that implement source substitution should use bulk and water-based adhesive products that comply with the “Limits of Volatile Organic Compounds in Adhesives” (GB33372-2020).
In terms of shutdown and exit, textile composite enterprises that do not comply with industrial policies and relevant planning requirements, have no legal procedures, pollutant emissions that do not meet relevant standards, and have no intention of rectification will be shut down and exit in principle.
In terms of strict access, in accordance with the “three lines and one single” ecological environment zoning control requirements and the regional reduction and replacement regulations for new VOCs emissions in construction projects, the environmental access of solvent-based adhesive textile composite enterprises is strictly enforced.
The rectification of the textile composite industry is a general trend.
