The fifth batch of specialized and new “little giant” enterprise cultivation work has started
Introduction: In order to implement the important instructions of General Secretary Xi Jinping on “cultivating a group of ‘specialized, special and innovative’ small and medium-sized enterprises” and improving the innovation capabilities of small and medium-sized enterprises, according to the “Interim Measures for the Gradient Cultivation and Management of High-Quality Small and Medium-sized Enterprises”, the Ministry of Industry and Information Technology Recently, a notice was issued to organize the cultivation of the fifth batch of specialized and new “little giant” enterprises. According to the notice, provincial small and medium-sized enterprise authorities are responsible for organizing the preliminary review and recommendation of the fifth batch of specialized and new “little giant” enterprises. The Ministry of Industry and Information Technology will organize experts to review and conduct on-site inspections of recommended materials submitted by various localities, and based on the review results, the list of the fifth batch of specialized and new “little giant” enterprises to be recognized will be announced. The review work of the second batch of specialized, special and new “little giant” enterprises was launched at the same time.

Competent departments of small and medium-sized enterprises in all provinces, autonomous regions, municipalities directly under the Central Government, cities under separate state planning, and Xinjiang Production and Construction Corps:
In order to implement the important instructions of General Secretary Xi Jinping on “cultivating a group of ‘specialized, special and innovative’ small and medium-sized enterprises” and improving the innovation capabilities of small and medium-sized enterprises, in accordance with the decision-making and deployment of the report of the 20th National Congress of the Communist Party of China, in accordance with the “Interim Provisions for the Gradient Cultivation and Management of High-Quality Small and Medium-sized Enterprises” “Measures” (hereinafter referred to as the “Measures”), we are now organizing the cultivation of the fifth batch of specialized, special and new “little giant” enterprises and the review of the second batch of specialized, special and new “little giant” enterprises. The relevant matters are notified as follows:
1. Application and recommendation requirements
(1) Provincial-level small and medium-sized enterprises that are specialized, special and new can apply for the fifth batch of “little giant” enterprises that are specialized, special and new, and the second batch of “little giant” enterprises that are specialized, special and new can apply for review. No fees are charged for relevant applications. The review adheres to fairness and impartiality, and experts are randomly selected. No organization is entrusted to conduct training. It is not necessary or recommended to use any intermediary agency to assist the application. Enterprises only need to fill in the form truthfully and provide information.
(2) The applicant enterprise must meet the relevant identification standards for specialized, specialized, special and new “little giant” enterprises in the “Measures”, and the relevant indicators must be strictly controlled according to the “Explanation of Some Indicators and Requirements” in Annex 4 of the “Measures”.
(3) For enterprises that have become individual champion demonstration enterprises or individual champion products in the manufacturing industry of our ministry, it is no longer recommended to apply for the fifth batch of specialized, special and new “little giant” enterprises; Companies with holding relationships with “Little Giant” companies, as well as companies within the same group that produce similar leading products, are not recommended.
(4) The small and medium-sized enterprise administrative departments of all provinces, autonomous regions, municipalities directly under the Central Government, cities under separate state planning, and the Xinjiang Production and Construction Corps (hereinafter collectively referred to as provincial small and medium-sized enterprise administrative departments) must effectively perform their responsibilities and strictly control. If the recommended enterprise obviously does not meet the standards of the “Measures”, our Ministry will report it.
2. Working procedures
(1) Recommendation and review of the fifth batch of specialized and new “little giant” enterprises
Recommendation and initial review. Provincial-level small and medium-sized enterprise authorities are responsible for organizing the preliminary review and recommendation of the fifth batch of specialized, special and new “Little Giant” enterprises, and organize qualified enterprises to fill in the “Fifth Batch of Specialized, Special and New ‘Little Giant’ Enterprise Application Form” ( Attachment 1), recommendations will be made after preliminary review and verification.
Review announcement. Our department organizes experts to review the recommended materials submitted by various places and conduct random inspections on the spot. The list of enterprises recommended by each city under separate planning is compiled by province, and then reviewed according to the standards required by the “Measures”. There is no upper limit for quotas. Based on the review results, the list of the fifth batch of specialized and new “little giant” enterprises to be recognized will be announced.
(2) Recommendation review of the second batch of specialized and new “little giant” enterprises
Recommendation and review. The review work is mainly local. The provincial small and medium-sized enterprise administration department organizes the second batch of specialized and new “little giant” enterprises to fill in the review application form (Annex 2) and puts forward review material requirements based on the actual work. It is necessary to adhere to strict standards and carry out strict control. Through a combination of on-site research and material review, we must review and verify one by one according to the standards for the identification of specialized, special and new “little giant” enterprises, and then make recommendations. For the “little giant” companies that are not recommended for the second batch of review specialties, the reasons must also be explained. The review application form and supporting materials shall be retained for future reference.
Review announcement. Our Ministry will organize experts to review and conduct on-site inspections of enterprises recommended for review in accordance with the standards required by the “Measures”. Based on the review results, we will publicize the list of the second batch of specialized, special and new “little giant” enterprises that are expected to pass the review. In order to strengthen policy coherence, before the formal review and approval list is issued, the title of the original second batch of specialized and special new “little giant” enterprises will still be valid; after the list is issued, the original second batch of specialized and special new enterprises will remain valid.The title of “Little Giant” company will automatically expire, and the company on the list shall prevail.
3. Application and recommendation methods
(1) The application and review of specialized and new “little giant” enterprises adopts a combination of online submission and offline submission. Online and offline data should be consistent.
(2) Enterprises apply uniformly through the high-quality small and medium-sized enterprise gradient cultivation platform (zjtx.miit.gov.cn). The application materials listed in this notice will be uploaded from March 15 to April 10, 2023.
(3) Provincial-level small and medium-sized enterprise authorities will submit official documents with official seals, paper copies of the application form for the fifth batch of specialized and new “little giant” enterprises (Attachment 1), and a recommendation summary table ( Attachment 3), review summary table (Attachment 4, all of the above are in duplicate), mail them by express post (EMS) to: Small and Medium Enterprises Bureau of the Ministry of Industry and Information Technology (No. 13 West Chang’an Street, Beijing, 100804).
