After unloading the cotton onto the truck, the staff input the farmer’s name, phone number, cotton plot, variety and other information into the computer, printed out the quality traceability barcodes, and affixed them one by one to the cotton “egg rolls” delivered by the farmer. “After scanning the barcode with a code scanner, the data will enter the system. Once the barcode is scanned, all the information on the bag of cotton ‘egg rolls’ will be clear at a glance.” Ma Xin’an said.
“Through the implementation of the cotton quality traceability system, it is more convenient for processing enterprises to classify, store and process. At the same time, through quality subsidies, high quality and low prices have improved the quality awareness of cotton farmers. The overall quality of lint this year is better than in previous years.” Ma Xin’an introduced that the company is located in In Zhaojiazhuang Village, Letuyi Town, Manas County, 80% of the cotton purchased comes from Letuyi Town. It is estimated that a total of 16,000 tons of seed cotton will be purchased this year and 6,050 tons of lint will be processed. It is reported that the local government actively implements the autonomous region’s cotton production quality reward and subsidy policy and determines that 42 cotton processing enterprises will participate in the autonomous region’s cotton target price subsidy and quality pilot pilot in 2022, each located in Manas County and Hutubi County.
At present, the local cotton purchase work in 2022 is basically completed, and various cotton processing companies are working at full capacity to process new cotton. In order to promote the high-quality development of the cotton industry, the State Administration for Market Regulation has established a “Supervision and Protection of Cotton” leading group to strengthen quality control at the source of cotton, accelerate the improvement of the cotton market supervision system, and conduct a full-chain closed loop of cotton acquisition, processing, sales, and warehousing. Supervision and management should be carried out to guide cotton operators to continue to pay attention to cotton quality and improve market competitiveness.
Zhang Zhihong, chief of the Product Quality and Safety Supervision and Management Section of the State Administration for Market Regulation, introduced that since last year, market supervision departments at all levels across the state have guided cotton processing enterprises to install cotton quality traceability systems and conducted business training on cotton quality traceability systems for enterprises. , achieving quality traceability from seed cotton to lint. Currently, more than half of the 62 local cotton purchasing and processing companies have installed cotton quality traceability systems, and 35,540.5 tons of cotton have barcodes.
In order to ensure both epidemic prevention and supervision, the State Administration for Market Regulation relied on the autonomous region’s cotton supervision big data platform to query in real time the seed cotton sales, processing, and public inspection data of cotton farmers participating in quality subsidies, and installed a cotton quality traceability system. 28 cotton purchasing and processing companies have installed monitoring systems at key points such as sampling, test rolling, “one test and five determinations” inspection, ginning, packaging and spray coding to conduct visual and real-time supervision of the purchasing and processing sites, and urge companies to strictly follow the “one test” The company adopts five set quality systems and technical specifications for the production and processing of cotton, and refuses to purchase contaminated cotton to ensure cotton quality. So far, the bureau has conducted two rounds of online inspections and found 9 problems, all of which have been rectified within the deadline.
While fully promoting various regulatory measures, the State Administration for Market Regulation has established a technical assistance expert group to answer technical difficulties encountered by cotton processing companies during the inspection process through video conversations, and to promptly help companies solve practical difficulties. , and do a good job in cotton quality supervision and service.
As of December 7, local cotton processing companies had purchased a total of 1.04036 million tons of seed cotton and processed 253,570 tons of lint cotton.
