From November 23rd to 25th, the 15th Global Textile and Apparel Supply Chain Conference was held in Pingnan County, Guigang City, Guangxi. It is reported that at the investment signing ceremony held on the day of the opening ceremony, a total of 26 textile and apparel projects were signed with a total investment of 16.6 billion yuan.
In recent years, Guigang City has proposed to build the textile and clothing industry into a 100-billion-yuan industry. Pingnan County closely follows the development idea of ”strengthening the leader, supplementing the chain, and gathering clusters” to build China (Guigang) Textile and Clothing Fashion New District with Pingnan County as the focus of development, covering an area of 61 square kilometers and a total investment of 34 billion yuan. The project covers spinning, weaving, printing and dyeing, garment making, sewing plates, as well as supporting buttons, zippers, packaging, logistics, etc.
Up to now, 24 companies have been put into production in the new area (including 10 trial production companies), and 2 companies have been listed in the unified system, radiating and driving more than 200,000 people in the surrounding area employment. The tax revenue reaches more than 3 billion yuan.
Pingnan County has many advantages in developing the textile and clothing industry. Pingnan County is adjacent to Guangdong and is located at the junction of the Guangdong-Hong Kong-Macao Greater Bay Area and the Beibu Gulf urban agglomeration. It is one of the important nodes in the Pearl River-Xijiang Economic Belt. It is uniquely positioned to undertake the transfer of industries from Guangdong, Hong Kong and Macao and realize the synergy of the Guangdong-Guangxi textile supply chain. Advantages; abundant land resources, which are conducive to industrial undertaking and production capacity agglomeration; abundant water resources, laying a good foundation for the development of the textile printing and dyeing industry. The Textile and Clothing Fashion New District is adjacent to 3,000 meters of navigation all year round. The Xijiang waterway can carry tons of cargo ships and the logistics cost is low. In addition, Pingnan has sufficient labor resources and relatively low labor costs.
The rapid rise of the new textile and clothing fashion district is inseparable from government policy guidance and service support. Pingnan County has introduced a pilot reform plan for industrial park construction, focusing on innovating cooperation models, building a policy support system, establishing an optimal service system, and promoting reforms such as “starting construction as soon as you get the land”. Establish a special class for investment promotion, specifically responsible for attracting textile and garment industry projects; establish a textile and garment development agency to provide one-stop, one-stop, all-weather “mother-style” services to enterprises entering the park, and innovate industrial projects to “build first and then inspect” “Approval mode.
In order to speed up the construction of a new textile and clothing fashion district, Pingnan County has invested a total of nearly 3 billion yuan in basic supporting facilities such as health centers, public security police stations, party and mass service centers, ecological parks, dedicated bus lines, and 250,000 square meters of standard factory buildings. Construction; improve the construction of 220 kV Xiujin substation, 110 kV Dacheng substation and 15 park roads, improving the carrying capacity of the park. At present, the sewage treatment plant, water purification plant and cogeneration project have been put into use.
