On February 24, 2023, the Korea Trade Commission issued an announcement to initiate an anti-dumping investigation into oriented polyester yarn originating in China and Malaysia in response to an application submitted by the Korea Chemical Fiber Association on December 27, 2022. . The Korean tax number of the product involved is 5402.46.9000. The product involved is oriented polyester yarn POY, which includes slender polyester fiber filaments extracted after the polymerization of polyterephthalic acid (TPA) and monoethylene glycol (MEG). It is a product that achieves partial stretching and is a product that needs to be reprocessed. Semi-finished products and even intermediate products that are reprocessed by drawing, twisting (False Twisting) or other fiber mixing.
On the afternoon of March 3, 2023, the China Chamber of Commerce for ImportExport held an online response coordination meeting on this case. Dai Weiwei, Export Division Three, Trade Remedy and Investigation Bureau of the Ministry of Commerce, Jiangsu Province, Zhejiang Provincial Department of Commerce, Suzhou, Jiaxing, Tongxiang Municipal Commerce Bureau, Tongkun Group, Hengyi Group, Xinfengming Group, Suzhou Junhui Textile, Suzhou Shenghong Fiber , Huilong Chemical Fiber and other companies participated in this meeting. The meeting was chaired by Wang Dongxiao, director of the Legal Department of the Textile Chamber of Commerce.
Dai Weiwei, Export Division Three of the Trade Remedy Bureau of the Ministry of Commerce, first introduced the Korean market and the basic situation of this case and the characteristics of South Korea’s anti-dumping procedures. She said that in the face of South Korea’s anti-dumping cases, actively responding to the lawsuit is the best option. It is necessary to give full play to the role of “four-body linkage” to form a joint force and help this case achieve a favorable outcome.
Director Wang Dongxiao introduced the basic information of the case, the import and export data of China and South Korea of the products involved in the case in recent years, and the launch of trade remedy investigations on the product. She said that companies should make a comprehensive assessment and decide as soon as possible whether to participate in dumping responses and industry defenses to avoid punitive tariffs due to “non-cooperation”, safeguard their own rights and interests, and keep their I export market.
During the free exchange session, participating companies mainly introduced their exports to South Korea in recent years and the basic situation of the Korean market. Finally, the lawyer gave a professional introduction on the background, methods and strategies of responding to the case from a legal technical perspective.
