On the afternoon of October 14, 2022, the China Chamber of Commerce for ImportExport held a coordination meeting to respond to the anti-dumping sunset review of India’s polyester high-strength yarn. Xiao Ling, deputy secretary-general of the Textile Chamber of Commerce, deputy director of the Third Export Division of the Trade Remedy Bureau of the Ministry of Commerce, Wang Lei, leader of the Commerce Department/Committee/Bureau of Jiangsu, Shanghai, Zhejiang, Jiaxing City, and Ningbo City, Zhejiang Ancient Fiber Road, Zhejiang Youfu, Jiangsu Representatives and lawyers from Taiji, Hailide, Yadong Industry and other companies attended the meeting.
Deputy Secretary-General Xiao Ling first introduced the import and export data of China’s textile and apparel products this year and the situation of the industry’s trade remedy investigations. As of October this year, our textile and apparel products have been subject to 13 trade remedy investigations initiated by foreign countries. We will promptly notify enterprises of the status and progress of the cases and organize the response to the cases. Secretary-General Xiao encouraged companies to actively participate in industry defense and safeguard their own interests. He said that the Textile Chamber of Commerce will make full use of the four-body linkage mechanism and form a joint force with the Trade Remedy Bureau of the Ministry of Commerce, local commercial authorities and the companies involved to do a good job in responding to this case.
Director Wang Lei introduced the background and response strategies of this case. He said that India is the country that has launched the most anti-dumping investigations against China. All parties should adhere to the “walking on two legs” strategy. Enterprises should actively respond to complaints and submit answers in a timely manner to avoid punitivetariffs, to achieve smooth export of products. The Chamber of Commerce organized a non-damage defense and actively put forward defense opinions to speak for the industry. He emphasized that enterprises should form alliances by uniting downstreamimporters and customers, and the Ministry of Relief Bureau will actively work with all parties to form a joint force to help achieve a favorable outcome in this case.
Director Wang Dongxiao of the Legal Department introduced the basic situation of the case and products. Director Wang emphasized that the companies involved in the case should fill in the answer sheets in a timely manner and actively respond to the lawsuit. She said that the Legal Department of the Textile Chamber of Commerce will actively cooperate with the Ministry of Relief Bureau and organize enterprises to respond to cases.
Based on customs data, Han Xiao, deputy director of the Ministry of Textiles, introduced India’s high-strength polyester yarn products from five aspects: bilateral trade situation between China and India, imported product structure, main import sources, growth rate and trend, and price.
During the communication session, the company stated that since the imposition of anti-dumping duties, the number of products involved in China’s exports to India has been decreasing year by year, and it is hoped that through this response to the lawsuit, the tax can be cancelled. The company stated that it would actively participate in responding to the lawsuit, avoid punitive tariffs, and safeguard its own export interests.
