On July 20, at the 2022 County Economic Innovation and Development Forum, the “2022 China County Economy Top 100 Research” (hereinafter referred to as the “Report”) compiled by CCID Consulting County Economic Research Center was officially released.
This is one of the most authoritative rankings for county economic research in my country, and it often becomes an important reference list for measuring regional economy. This list does not simply judge heroes based on GDP, but mainly considers four major indicators: economic strength, growth potential, affluence and green level.
Counties connect urban and rural markets and are a supporting force to consolidate and expand the results of the fight against poverty, achieve comprehensive rural revitalization, and promote new urbanization. The country is vigorously promoting urbanization construction with county towns as an important carrier. The county economy is where the vitality and potential of the future development of the textile industry lies. It is worth noting that among the top 10 counties, there are 8 counties and cities with textile industry as their characteristic industry: Kunshan City, Jiangyin City, Zhangjiagang City, Changshu City, Jinjiang City, Cixi City, Taicang City, and Yixing City. Among the 43 counties with a GDP exceeding 100 billion, the vast majority regard the textile and clothing industry as a pillar industry for economic development. This is enough to prove that China’s textile industry relies on county economic developmentindustrial clusters, serves rural revitalization, and stabilizes localemployment and ensures It has made great contributions to people’s livelihood and promoting consumption.
The report shows that the national county GDP increased 1.6 times between 2011 and 2020, from 24.1 trillion yuan to 39.2 trillion yuan, accounting for more than 38% of the national GDP. In 2021, the top 100 counties accounted for less than 2% of the country’s land and 7% of the population, creating 9.94% of the country’s GDP. With less than 3% of the country’s land and 11% of the population, the top 100 counties created approximately 1/4 of GDP. The number of “counties with over 100 billion” is also constantly breaking through, growing from 5 in 2011 to 43 in 2021.
The report shows that based on county economic high-quality development agglomerations and urban agglomerations, the current “100-billion counties” have formed six typical development models. The first is the innovation-driven leading model of the Yangtze River Delta urban agglomeration represented by Kunshan City, Jiangyin City, Cixi City, Yiwu City, etc. The second is the industrial cluster-driven dominant model of the coastal urban agglomerations of Guangdong, Fujian and Zhejiang, represented by Jinjiang City, which mainly focuses on sporting goods, textiles, footwear, clothing, etc. as its main development industries. The third is the leading model of regional integration driving of the Changsha-Zhuzhou-Tanzhou urban agglomeration, represented by Changsha County, Liuyang City, and Ningxiang City. The fourth is the leading model of traditional industry upgrading in the Shandong Peninsula urban agglomeration represented by Longkou City and Jiaozhou City. The fifth is the resource-driven dominant model of the Hobaotou and Yu city agglomerations represented by Shenmu City and Zhungeer Banner. Sixth, the core enterprise-driven model represented by Renhuai City.
What is the strategic direction for the future development of the county economy? Yuan Baohong, deputy director of CCID Consulting’s County Economic Research Center, pointed out that counties have become the focus of a series of major national strategies: county urbanization has become an important direction of new urbanization; the implementation of rural revitalization continues to expand new growth points for county economic development; and promote carbon peaking Carbon neutrality is both a challenge and an opportunity for counties; cultivating emerging industries also brings opportunities for the transformation and upgrading of county industries.
The research team of the County Economy Research Group of the Institute of Financial Strategy of the Chinese Academy of Social Sciences proposed that in order to further enhance the competitiveness of the county economy and improve its competitive position, it is necessary to gather forces from multiple parties and find the right starting point to promote the work. To achieve differentiated development, the focus is to strengthen and expand the county’s characteristic and advantageous industries. Except for a few counties with superior geographical locations and significant resource advantages, most counties lack the ability to gather multiple industries on a large scale. Focusing on characteristic and advantageous industries to achieve differentiated development should become their main development path. Of course, some characteristic industries may not necessarily grow into large-scale industrial clusters, but as long as their potential is fully developed and specific functional goals are achieved, the endogenous power of characteristic industries and the county economy can be stimulated. At the same time, more policy support will be provided to guide resource aggregation and improve the competitive position of the county economy. Large and medium-sized cities generally enjoy greater policy preferences. To improve the competitive position of the county economy, relevant departments need to provide more policy support in land, finance, fiscal and taxation, etc., to better attract industrial agglomeration.
