On November 14, 2019, the U.S. Department of Commerce announced final anti-dumping and countervailing rulings on polyester textured yarn imported from China and India: (1) Jiangsu Hengli Chemical Fiber Co., Ltd. (Jiangsu Hengli Chemical Fiber Co., Ltd.) received a separate tax rate of 76.07%. China’s general dumping rate is 77.15%; the subsidy rate of Fujian Billion Polymerization Fiber Technology Industrial Co., Ltd., a mandatory respondent company in China, is 32.18%, and the subsidy rate of Suzhou Shenghong Garmant Development Co. is 472.51 %, Suzhou Shenghong Fiber Co., Ltd., JiangsuShenghong Textile Imp & Exp Co. and Jiangsu Huahui Import and Export Co., Ltd. subsidy rate is 473.09%, other manufacturers and exporters The subsidy rate is 32.18%. In the anti-dumping and countervailing investigations in this case, the U.S. Department of Commerce ruled that the Chinese companies involved in the case had an emergency situation in which they exported large quantities of the products involved in order to avoid the affirmative final ruling. Therefore, it was decided to implement anti-dumping and anti-dumping measures against the products involved in the case declared by the above-mentioned companies at the US Customs. The effective date will be retroactive to 90 days before the announcement of the preliminary ruling on this case.
