Currently, the novel coronavirus pneumonia epidemic continues. While upstream and downstream enterprises in the textile industry chain are making every effort to ensure the supply of anti-epidemic materials, they are also gradually resuming production in an orderly manner.
In order to gain an in-depth understanding of the progress and difficulties encountered by printing and dyeing enterprises in resuming work and production under the epidemic, and to promptly report the situation of industry enterprises to relevant government departments, the China Printing and Dyeing Industry Association will start from February 13. Tracked and investigated industry enterprises and industrial clusters through various channels.
As of the end of February, the resumption of work and production of printing and dyeing enterprises has presented a situation of “two highs, two lows and three difficulties”: that is, the number of resumption enterprises and the number of resumption of workers is relatively high; the production capacity is relatively low, and the production resumption rate of micro and small enterprises is low. ; Problems focus on labor shortages, poor logistics, and difficulties in purchasing epidemic prevention supplies.
Steady progress in production and operation
According to statistics from the China Printing and Dyeing Industry Association, 87.40% of the 127 printing, dyeing and related companies that participated in the online survey have gradually resumed work; among them, 111 reported the current employee arrival status, with 110,877 people on duty. Under normal circumstances, the proportion of total employment is 72.50%.
The China Printing and Dyeing Industry Association extracted daily summary information on the resumption of work and production of enterprises at four different time points, namely February 14, 19, 24 and 29. These four time points collected The number of companies that came to the online reporting companies were 42, 76, 106 and 127 respectively. The data results show that with the increase in the number of companies participating in the survey, the proportion of companies that have resumed work and the proportion of people who have resumed work has generally been gradually increasing, indicating that the resumption of work and production of companies is progressing steadily.
The proportion of enterprises that have resumed work and the number of people who have resumed work.
Among the 127 companies participating in the survey, more than 80% are located in eastern coastal areas such as Shandong Province, Zhejiang Province, Jiangsu Province, Fujian Province and Guangdong Province, and only 14.96% are located in China. Western Region. Statistical results show that among the enterprises participating in the survey, the printing and dyeing enterprises in Shandong Province have resumed work and production relatively well, with the enterprise resumption rate and employee attendance rate exceeding 85%. The reason is that most enterprises in Shandong Province have local employees, and workers The obstacles to returning to work are not outstanding; although the resumption rate of enterprises in Zhejiang and Fujian provinces is relatively high, the employee arrival rate is relatively low. The incomplete return of workers has become one of the main reasons affecting the progress of enterprises in resuming production.
Research the regional distribution of enterprises.
The 127 companies participating in the survey are mainly small and medium-sized enterprises, accounting for 72.23%, and there are fewer micro-enterprises, accounting for less than 3%. Statistical results show that the resumption rate of large and medium-sized enterprises is significantly higher than that of small and micro enterprises. The resumption rate of large and medium-sized enterprises has reached more than 90%, which is 16.47 and 20.70 percentage points higher than that of small enterprises respectively. Compared with the higher resumption rate of enterprises, , the employee attendance rate of medium-sized enterprises is slightly insufficient. This is because, in addition to local governments actively assisting employees in remote locations to return to work, large enterprises are also able to organize their own employees to return to work smoothly, while the work done by medium-sized enterprises in this regard is relatively insufficient.

In addition to mobilizing member companies to fill in questionnaires every day, the China Printing and Dyeing Industry Association also conducts surveys on key member companies through various channels such as WeChat, phone calls, and text messages. Based on information from various research channels, as of February 29, a total of 180 key member companies have provided effective feedback on the current resumption of work and production. Among them, 168 companies have resumed work, with a resumption rate of 93.33%.
Among the 180 companies, 148 companies reported on the current employee arrival status. The total number of employees of these 148 companies under normal production conditions is approximately 164,470, and the current number of employees on duty is approximately 93,651, with an employee attendance rate of 56.94%. Judging from the operating rate data reported by enterprises, the operating rate of most enterprises is around 70%, the operating rate of some key enterprises has reached 80% to 90%, and the operating rate of individual enterprises has reached more than 95%, indicating that the current operating rate of most enterprises that have resumed work is better than that in early February. There is a significant improvement.

There are still difficulties in cluster production
At present, many printing and dyeing clusters and professional markets are focusing on epidemic prevention and control with one hand and Grasp the resumption of work and production of enterprises, highlight scientific prevention and control, and increase efforts to resume work and production in an orderly manner.
As of February 25, 81 of the 108 printing and dyeing companies in Keqiao District, Shaoxing City, Zhejiang Province have resumed production, with a resumption rate of 75%. As Keqiao District introduced incentive measures to support enterprises in resuming work and production, by the end of February, printing and dyeing enterprises in Keqiao District had basically resumed full production, with overall production capacity restored to more than 80%.
As of the end of February, printing and dyeing enterprises in three industrial clusters in Shishi City, Fujian Province have basically resumed work, with 70% to 80% of employees returning to work and 40% to 50% of enterprise production capacity. The main problem faced by enterprises in this industrial cluster at this stage is that employees are prevented from returning to work. Especially after some towns and villages implemented closed management, some employees are unable to return to work. There are still some employees in isolation. There is also a disproportion between the positions of returning employees in the agglomeration area.
There are 46 textile printing and dyeing companies in the Jiangsu Yancheng Textile Dyeing and Finishing Industrial Park, of which 25 are above designated size. As of February 18, all enterprises in the park have fully resumed work, and the total number of employees who have returned to work has reached 6,000. Among them, 5,000 people have returned to work in enterprises above designated size, accounting for 83.33%. Factors affecting normal production in the park mainly include difficulties for foreign employees to return to work and the impact on the transportation of raw materials for enterprise production.
Multiple problems restrict development
Research results from various channels show that currently, printing and dyeing enterprises are facing difficulties in resuming work and production. A series of problems mainly focus on labor shortages, poor logistics, and difficulties in purchasing epidemic prevention supplies. Although many local governments have taken measures such as bringing back workers from other places in an orderly manner, reducing road traffic jams, and supporting supporting enterprises to start operations, the above-mentioned problems that restrict the resumption of work and production of enterprises have not yet been completely alleviated.
Among the companies participating in the survey, 63.78% reported that due to supply chain disruptions due to poor transportation and logistics, delayed operation cycles have become the primary problem restricting their full resumption of work and production; 61.42% Enterprises reported that there are still certain difficulties in returning workers to work, and the shortage of workers has greatly limited the capacity utilization of enterprises; 47.24% of enterprises reported that under the current epidemic prevention background, difficulties in purchasing protective equipment have caused enterprises to lack epidemic prevention materials. , making it impossible to fully resume work.
