Foreword

At present, my country’s epidemic prevention and control phased results have been continuously consolidated, and the economic and social performance Order has been restored at an accelerated pace, and enterprises have steadily resumed work and production. Survey data from the China National Textile and Apparel Federation’s weekly resumption of work report shows that as of 12:00 on April 3, among the 3,939 enterprises above designated size in 28 key textile industry clusters that participated in the survey, 98.8% of the enterprises have resumed work, and the proportion of people who have resumed work has reached 90.2%; 64,000 enterprises below designated size have resumed work, accounting for 88.1% of the total number of enterprises under cluster regulations, and the proportion of employees who have returned to work in enterprises under cluster regulations is 82.5%. Survey data shows that the current situation of my country’s textile enterprises resuming work and production remains generally stable.

While the domestic epidemic has been alleviated, the global epidemic has spread rapidly, causing the production and consumption of various affected countries to shrink, the stock market to fluctuate frequently, trade activities to significantly reduce, and the risk of global economic recession continues. build up. For foreign trade companies, they were “short of people” in the first half and “short of orders” in the second half, making the road to recovery particularly difficult.

In order to fully understand the production and operation situation of printing and dyeing enterprises after resumption of work and clarify the problems and demands faced by enterprises, our association will carry out “printing and dyeing” for key printing and dyeing enterprises starting from April 9 Special research work on “new issues and demands of enterprises after resuming production”. As of April 15, a total of 49 valid questionnaires have been received. After summary, sorting and comprehensive analysis, this report was formed. At the same time, our association has reported the production and operation dynamics of the printing and dyeing enterprises participating in the survey, the main problems currently faced, policy demands and Suggestions and other materials are submitted to the China Textile Federation, which will provide unified feedback to the Ministry of Industry and Information Technology, the National Development and Reform Commission and other relevant departments and bureaus, and put forward policy and measure suggestions.

01 Regional distribution of sample enterprises

Feedback from the questionnaire Judging from the above, the 49 sample companies are mainly distributed in the eastern coastal areas (see Table 1). Among them, Zhejiang Province has the largest number of companies, accounting for 40.82%, followed by Jiangsu Province, accounting for 24.49%.

02 Capacity utilization rate of sample enterprises

It can be seen from the summary information of the questionnaire that although the enterprises participating in the survey have gradually resumed work and production under the situation that the domestic epidemic situation is basically under control, However, the current overall level of capacity utilization of enterprises is low (see Table 2). Over 60% of enterprises have a capacity utilization rate that has not reached 70% of the level of the same period last year. Among them, the highest proportion of enterprises has reached 50%-70% of the level of the same period last year, which is 34.69 %; 24.49% of enterprises have reached 70%-90% of the level of the same period last year, and only 8.16% of enterprises have reached more than 90% of the level of the same period last year. It can be seen that although the proportion of companies that have started production is at a high level, the production capacity of the companies has not been fully utilized, mainly because a large number of companies still manage to maintain production despite insufficient orders out of considerations of stabilizing employees and fulfilling social responsibilities.

Table 2 Comparison of production capacity utilization rate of sample enterprises with the same period last year

Sample Compared with the previous month, 65.30% of the enterprises’ capacity utilization rate decreased this month (see Table 3). Among them, the largest number of enterprises had a decrease of 30-50 percentage points from the previous month, accounting for 28.57%, followed by a decrease of 10%. -30 percentage points of enterprises accounted for 22.45%; 12.24% of enterprises had the same capacity utilization rate this month as last month, and 22.44% of enterprises increased compared with last month.

Table 3 Comparison of production capacity utilization rate of sample enterprises with the previous month

Sample Regarding enterprises’ forecasts for next month’s capacity utilization, over 70% of enterprises believe that next month’s capacity utilization will decrease compared with this month (see Table 4). Among them, the largest number of enterprises predict a decrease of 10-30 percentage points, accounting for 24.49%, followed by They are the companies that predict a decrease of more than 50 percentage points, accounting for 22.45%; the same 22.45% of companies predict that capacity utilization next month will be the same as this month, and only 4.08% predict a slight increase, with the increase within 10 percentage points.

03 Product Sales Situation of Sample Enterprises

From the statistical results of the questionnaire, the domestic sales ratio of the products of the enterprises participating in the survey is the highest between 50% and 70%. , is 22.45%; the proportion of direct export sales within 10% and 10%-30% is the same, both 26.53%; the indirect export proportion of domestic products between 10% and 30% accounts for the highest proportion, 30.61% (see table 5).

Table 5 Domestic and domestic sales of sample enterprise products

Domestic sales

In terms of domestic sales orders, the current order situation of sample companies has dropped significantly compared with the same period last year (see Table 6). Domestic sales orders of 24.49% of companies have reached 30%-50% of the level of the same period last year. 22.45% of enterprises have reached 50%-70% of the level of the same period last year, and only 20.41% of enterprises have reached 70%-90% of the level of the same period last year.

Table 6 Sample companiesThe largest number of enterprises accounted for 36.73%; 28.57% of enterprises were the same as the same period last year, and only 2.04% of enterprises had a slight increase compared with the same period last year, and the increase rate was within 10% (see Table 14).

Table 14 Comparison of product prices or processing fees of sample companies with the same period last year

Compared with the previous month, 65.30% of the companies’ current product prices or processing fees have decreased. Among them, the proportion of companies with a decrease of less than 10% is the highest, 36.73%; 30.61% of companies have remained the same as the same period last month, with only 4.08% The number of enterprises increased slightly compared with the previous month, and the increase rate was within 10% (see Table 15).

Table 15 Comparison of product prices or processing fees of sample companies with the previous month

Enterprises’ forecasts for next month’s product prices or processing fees, 67.34% of them believe that they will still decrease. Among them, companies with a decrease ratio of 10%-30% accounted for the highest proportion, at 34.69%; 30.61% of companies believe that they will remain the same. Only 2.04% of companies believe that there will be a slight increase (see Table 16).

The results of the survey on the current product prices or processing fees of enterprises show that facing the dilemma of shrinking domestic and foreign product sales at the same time, most enterprises are forced to further compress their profit margins in order to reduce Enterprise inventories can seize limited markets, increase corporate cash flow, and reduce corporate operating pressure.

Table 16 Sample companies’ forecasts of product prices or processing fees for next month

Research shows that most companies have experienced a serious decline in domestic and international orders this year. Some companies even have no orders to take, and companies with orders can only maintain them for one month or less. Regarding the prediction of the future situation, most companies believe that the current situation will continue for 3-4 months, and the situation is expected to improve in August-September.

06 Enterprise policy needs

1 Further improve the tax reduction and fee reduction system, accelerate the implementation of export tax rebates, postponement of social security payments, etc. Policies to reduce corporate financing costs, increase financial assistance, and focus on ensuring corporate survival so that companies can survive first.

2 Increase support for key enterprises, especially export-oriented enterprises, and hope that the government can provide appropriate subsidies.

3 Introduce a series of relevant policies to stimulate the domestic consumer market and expand domestic demand.

4 Encourage school-enterprise cooperation to train and deliver high-skilled talents for enterprises, and implement certain subsidies for enterprises after their innovative products are certified.

5 Hope to communicate with the international community as soon as possible, open ports and terminals, and resume international logistics business. </p
