At 9:00 on May 22, the opening ceremony of the third session of the 13th National People’s Congress was held in the Great Hall of the People. The government work report was also officially released. What do you say about the issues that companies are most concerned about?

1. Full-year economic growth target : No
The GDP in 2019 reached 99.1 trillion yuan, an increase of 6.1%. No specific target for economic growth for the whole year has been proposed in 2020, mainly because the global epidemic and economic and trade situation are highly uncertain, and my country’s development is faced with some unpredictable factors. This will help guide all parties to concentrate on the “six stability” and “six guarantees.” Among them, the “six guarantees” (guaranteing residents’ employment, ensuring basic livelihood, safeguarding market entities, ensuring food and energy security, ensuring the stability of industrial and supply chains, and ensuring grassroots operations) are the focus of this year’s “six stability” work. By keeping the bottom line of the “six guarantees”, we can stabilize the fundamentals of the economy; by ensuring stability and seeking progress in stability, we can lay a solid foundation for building a moderately prosperous society in an all-round way. This year, we must give priority to stabilizing employment and protecting people’s livelihood, resolutely win the battle against poverty, and strive to achieve the goals and tasks of building a moderately prosperous society in all respects; more than 9 million new urban jobs will be created, the urban surveyed unemployment rate will be around 6%, and the urban registered unemployment rate will be around 5.5%; residents’ consumption Prices have increased by about 3.5%; imports and exports have been stabilized and improved in quality, and the international balance of payments has been basically balanced; residents’ income growth has basically synchronized with economic growth; all rural poor people have been lifted out of poverty and all poverty-stricken counties have been lifted out of poverty under current standards; major financial risks have been effectively prevented and controlled; Energy consumption per unit of GDP and emissions of major pollutants continue to decline, and we strive to complete the goals and tasks of the 13th Five-Year Plan.
2. Reducing the burden on enterprises: More than 2.5 trillion yuan is needed to protect employment and people’s livelihood. We must stabilize hundreds of millions of market entities and try our best to help enterprises, especially small, medium and micro enterprises and individual industrial and commercial households, overcome difficulties. (1) Increase tax cuts and fee reductions. This year we will continue to implement systems such as lowering the value-added tax rate and corporate pension insurance premium rates, with approximately 500 billion yuan in new tax cuts and fee reductions. The tax reduction and fee reduction policies that are due to expire before six months have been introduced in the early stage, including exempting small, medium and micro enterprises from pension, unemployment and work-related injury insurance unit contributions, reducing or exempting small-scale taxpayers from value-added tax, and exempting public transportation, catering and accommodation, tourism, entertainment, and culture. Value-added tax on sports and other services, civil aviation development funds and port construction fees are reduced or exempted, and the implementation period has been extended to the end of this year. Income tax payments for small and micro enterprises and individual industrial and commercial households will be postponed until next year. It is expected that the new burden reduction for enterprises will exceed 2.5 trillion yuan throughout the year. We must resolutely implement the policy of tax reduction and fee reduction to enterprises, retain green hills and win the future.
(2) Promote the reduction of enterprise production and operation costs. The policy of reducing industrial and commercial electricity prices by 5% has been extended to the end of this year. The average broadband and dedicated line tariffs have been reduced by 15%. Reduce or reduce rents on state-owned properties, encourage all types of property owners to reduce or delay rent payments, and provide policy support. Resolutely rectify illegal charges involving enterprises.
(3) Strengthen financial support for stable enterprises. The policy of deferred principal and interest repayment of loans to small, medium and micro enterprises will be extended to the end of March next year. Loans to inclusive small and micro enterprises should be extended, and loans to other enterprises in difficulty should be extended through negotiation. Encourage banks to significantly increase credit loans, first loans, and renewal loans for small and micro enterprises without principal repayment. Significantly expand the coverage of government financing guarantees and significantly reduce rates. The growth rate of inclusive small and micro enterprise loans from large commercial banks is higher than 40%. Support enterprises to expand bond financing. Strengthen supervision to prevent “idling” arbitrage of funds. Financial institutions and loan companies coexist and prosper together, and banks are encouraged to make reasonable profit sharing. In order to protect market entities, the availability of loans to small, medium and micro enterprises must be significantly improved, and comprehensive financing costs must be significantly reduced.
3. Expand domestic demand: my country has great potential for domestic demand to promote consumption. It is necessary to deepen supply-side structural reforms, highlight the orientation of people’s livelihood, and effectively combine and promote each other to boost consumption and expand investment.
(1) Promote consumption recovery. Promote income growth and protect people’s livelihood by stabilizing employment and improving residents’ willingness and ability to consume. Support the recovery and development of catering, shopping malls, culture, tourism, housekeeping and other life service industries, and promote online and offline integration. Develop elderly care and child care services. Renovate and upgrade pedestrian streets. Support e-commerce and express delivery in rural areas to expand rural consumption. It is necessary to take multiple measures to expand consumption and adapt to the diverse needs of the masses.
(2) Expand effective investment. This year, it is planned to arrange 3.75 trillion yuan in local government special bonds, an increase of 1.6 trillion yuan over last year, to increase the proportion of special bonds that can be used as project capital, and to invest 600 billion yuan in the central budget. Focus on supporting the “two new and one important” construction that not only promotes consumption and benefits people’s livelihood, but also adjusts the structure to increase stamina; strengthens new urbanization construction; strengthens the construction of major projects such as transportation and water conservancy; improves market-oriented investment and financing mechanisms, and supports the equal participation of private enterprises.
4. Stabilize foreign trade: reduce compliance costs. In the face of changes in the external environment, we must unswervingly expand opening to the outside world, stabilize industrial and supply chains, and promote reform and development through openness.
(1) Promote the basic stability of foreign trade. Focusing on supporting enterprises to increase orders, stabilize jobs and maintain employment, we will increase credit, expand the coverage of export credit insurance, reduce import and export compliance costs, and support export products to be sold domestically. Accelerate the development of new business formats such as cross-border e-commerce and enhance international freight capacity. Promote a new round of innovative development pilot projects for service trade. Make good preparations for the third China International Import Expo, actively expand imports, and develop a higher-level global economyIncrease support for the construction of corporate social responsibility in the industry and enhance the understanding of global stakeholders.
About brand building, Wang Hongxing, a representative of the National People’s Congress and general manager of Binzhou Yaguang Home Textile Co., Ltd., suggested increasing guidance and support for brand building and enhancing consumer confidence in independent brands and Chinese people’s cultural confidence. First, it is necessary to strengthen basic research, support industry organizations and professional institutions to improve and establish the database of China’s textile and apparel platform, and grasp the trends of brand development. Second, we must strengthen brand cultivation, guide more companies to establish platform cultivation management systems, improve key links in platform construction, implement textile and clothing brand evaluation projects, enhance the level of independent brands, and enhance the core competitiveness of Chinese brands. Third, we must strengthen promotion and publicity to cultivate consumer confidence in independent brands.
Regarding specific issues in the textile industry, Shen Fangyong, deputy to the National People’s Congress and chairman of Hubei Tianmen Textile Machinery Co., Ltd., put forward suggestions on promoting the healthy development of the cotton and textile industries. Increase support policies for cotton planting in the mainland and encourage the restoration of cotton planting scale in the Yangtze and Yellow River basins. This not only takes into account the needs of local economic development, but also takes into account the safety issues of the textile industry. Actively promote the reform of the cotton management system, and recommend that cotton import quotas be lifted as soon as possible to enhance the confidence of the cotton spinning industry in participating in international competition.
Qiu Yafu, deputy to the National People’s Congress and chairman of Shandong Ruyi Technology Group Co., Ltd., suggested increasing guidance and support for textile industry clusters and industries. Governments at all levels should introduce tax, land and financial support and other incentive policies and measures based on objective reality to guide the orderly transfer and cluster development of industries. Maintain the continuity and stability of local policies and better leverage the industry’s role in promoting regional coordination and industrial poverty alleviation. It is recommended that the state guides and supports textile and garment enterprises in major gathering places of textile enterprises such as the Yangtze River Delta and the Guangdong-Hong Kong-Macao Greater Bay Area to accelerate their transformation and upgrading, aim at the mid-to-high end of the industrial chain, develop in the direction of technology research and development, fashion creativity, brand marketing, and high-end manufacturing, and create a Cultural soft power and fashion influence.
About the inheritance of traditional textile culture Shi Liping, a representative of the National People’s Congress of the Guizhou delegation, comes from Songtao, Guizhou, one of the five single Miao autonomous counties in the country. She said: “Starting in 2000, I spent 8 years walking more than 30,000 miles to collect information and record the history of Miao embroidery. As the seventh generation inheritor of Songtao Miao embroidery, how to bring the Miao embroidery skills to the forefront? Good development, good inheritance and good use? I established the Songtao Miao Embroidery Team in December 2008. It has grown from 3 embroiderers to a team of more than 4,000 people today. Among them are laid-off female workers, left-behind women, and returning migrant workers. . We use the “Pigeon Flower” I am wearing as a carrier, and use our fingertip skills to transform it into a fingertip economy. Our “Pigeon Flower” has been sold to 67 countries and regions, and we have our own national independent brand. “Pigeon Flower” has been recognized by the world.” Through her training, more than 4,000 women have achieved employment and entrepreneurship at home.
Shi Liping has set up 100 relocation poverty alleviation workshops to help local women learn skills. Last year, they embroidered more than 60 million yuan stitch by stitch, leading to the relocation of more than 4,000 households. Mass employment. Now, skills like Songtao Miao Embroidery have created employment for more than 500,000 women in Guizhou. </p
