2. United Kingdom: Unblocking in three stages. On May 11, British Prime Minister Boris Johnson issued a 60-page unblocking plan. The detailed rules, “Our Plan to Rebuild: The British Government’s COVID-19 Recovery Strategy,” detail the UK’s current epidemic control measures and the necessary conditions for future unblocking.
