After the outbreak of the COVID-19 epidemic in early 2020, both the supply and demand ends of my country’s textile and apparel industry were severely impacted, and some textile companies even faced the risk of layoffs or bankruptcy. The current stage is a critical period for China’s textile and apparel industry to resume production and trade and promote industrial reform and optimization. Against this background, the Shanghai Office of the China Textile and Apparel Industry Council and Donghua University randomly selected textile and garment enterprises in China (including Hong Kong, Macao and Taiwan) and conducted interviews and questionnaire surveys. We hope to understand the specific impact of the new coronavirus epidemic on Chinese textile and garment enterprises and the difficulties and needs they face at this stage, so as to provide reference for the government to formulate relevant assistance policies, help my country’s textile and garment industry to speed up the resumption of production and trade, gradually optimize the industrial structure, and improve Its comprehensive ability to respond to possible public health emergencies in the future.

The survey adopted random sampling, and a total of 64 samples were collected, of which 40 were valid samples. The surveyed subjects covered the main distribution areas of domestic textile and garment enterprises, mainly private enterprises. This investigation is mainly divided into four parts: first, the basic situation of the enterprise under investigation, second, the operating status of the enterprise under investigation, third, the impact of the new crown epidemic on the enterprise under investigation, and fourth, the response measures taken by the enterprise under investigation. and actual needs.

1. Basic situation of the surveyed enterprises

From the perspective of the nature of the enterprises, private enterprises accounted for 67.5% of the surveyed enterprises (merchants) , foreign-funded enterprises accounted for 12.5%, and 7.5% were individual industrial and commercial households; in terms of distribution area, 38 of the surveyed enterprises (merchants) were in the mainland, including 29 in the eastern region, 4 in the central region, and 5 in the western region. home, and there are 2 more in Taiwan.

Among the companies (merchants) investigated, except for one company that did not disclose the number of employees, small businesses with less than 10 people (inclusive) ( merchants) accounted for 22.5%, enterprises with 10-50 employees (inclusive) accounted for 22.5%, enterprises (merchants) with 50-300 employees (inclusive) accounted for 17.5%, enterprises (merchants) with 300-1,000 employees (inclusive) accounted for 10.0% , companies with more than 1,000 employees accounted for 25.0%, a relatively balanced proportion. Among them, 75% of the survey respondents focus on domestic sales, 15% of the survey subjects focus on export sales, and the remaining survey subjects consider both domestic and external sales.

2. The operating conditions of the companies under investigation

Considering the impact of the Sino-US trade war this year, Due to the dual impact of the COVID-19 epidemic, this survey paid special attention to the operating conditions of my country’s textile and garment enterprises since the Spring Festival, which mainly includes three aspects: delayed start time, operating rate, and order quantity.

01 Delay the start of work.

Among the companies (merchants) surveyed, except for one company that did not disclose the specific extension period, 75% of the enterprises (merchants) said that the postponement of the start of operations since the Spring Festival is between 9 and 9 Within weeks; 6 companies (merchants) postponed the start of work for 12 to 15 weeks (inclusive), accounting for 15%; only 1 company delayed the start of work for more than 15 weeks; in addition, 2 companies (merchants) did not postpone start. It can be seen that most enterprises (merchants) gradually began to resume production and operations within about 2 months, which is basically consistent with the time when my country controlled the epidemic. This shows that the new crown epidemic is the main reason for the delay in the start of my country’s textile and garment enterprises after the Spring Festival. , also shows that my country’s control of the epidemic in a short period of time is conducive to the resumption of work and production of my country’s textile and garment enterprises.

02 Operating rate.

Among the companies (merchants) surveyed, as of July 13, 2020, 30 companies (merchants) had an operating rate of more than 80%, and 8 companies had an operating rate of more than 60%. The combined proportion As high as 95%; only 2 companies have operating rates below 20%, accounting for 5%. Overall, the operating rate of my country’s textile and garment enterprises continues to improve, providing a large number of jobs for the society. To a certain extent, it has alleviated my country’s employment problems caused by the new crown epidemic in the short term.

03 Order quantity.

Among the companies (merchants) surveyed, only 3 companies (merchants) said that their orders had increased compared with the same period last year, and the number of orders from the remaining companies (merchant) had varying degrees compared with the same period last year. of reduction. It can be seen from the indicator of order quantity that the impact of the new coronavirus epidemic on my country’s textile and apparel industry is still relatively large. The overall number of orders has been significantly reduced, and both domestic and foreign markets have been hit to varying degrees. Considering that the domestic epidemic situation in our country is stable and controllable, while the epidemic prevention situation abroad is relatively bad or even deteriorating, in the future, our country’s textile and apparel companies may need to gradually turn their attention to the country and find ways to increase domestic orders or alleviate orders in the short term. Effective method of stress relief. At the same time, as the epidemic in Europe and the United States is still worsening, and the new crown epidemic in Southeast Asia is gradually under control, expanding textile and apparel exports to ASEAN may also be a way out.

V. Summary

The outbreak of the new crown epidemic, domestic and Foreign markets have been hit to varying degrees. According to the survey results, the operating pressure of Chinese textile and apparel companies has increased, which is manifested in a significant reduction in the number of orders, corporate cash flow shortages, and increased pressure to repay debts. This has also prompted Chinese textile and apparel companies to Accelerate the transformation towards informatization, dataization and intelligence. In terms of resumption of work and production, most textile and garment companies gradually began to resume production and operations within about 2 months, and their operating rates continued to improve. In order to effectively respond to the impact of the COVID-19 epidemic, many textile and garment companies have taken measures such as increasing promotional activities, expanding new sales channels, transferring orders, cutting wages, laying off employees, and telecommuting. They hope to get support from the government or government when applying for loans, subsidies, or special support funds. Financial Institutions Help. </p
