On November 5, the official website of the Lianjiang County Government of Fuzhou City issued an announcement soliciting opinions on the planning of the Kemen Green Textile Industrial Park (Phase I).

Lianjiang Kemen Green Textile Industrial Park is located in the Chemical New Materials Industrial Park of Kemen Port Economic Development Zone. The planned industry is advanced weaving and dyeing The main products are chemical fiber fabrics, and the main processes are circular knitting, warp knitting machine weaving of chemical fiber fabrics and corresponding printing, dyeing, and finishing, which are key links in the chemical fiber textile industry chain.

Hengshen Holding Group, the leader of the industrial park project, is the world’s largest nylon polymerization, chemical fiber and spinning manufacturer. Shenyuan New Materials Co., Ltd. on the west side of the industrial park has built a 1 million-ton annual production plant. For the polyamide integration project, Fujian Hengjie Industrial Co., Ltd. in the same park has built a differentiated nylon filament production line with an annual production capacity of 90,000 tons.

By utilizing the advantages of the existing million-ton polyamide integration project in Kemen Economic Development Zone and nylon Upstream and downstream industrial chain benefits, the planning and construction of the Kemen Green Textile Industrial Park will achieve a development leap from decentralized to centralized, from mid-end to high-end, and is of great significance to driving the high-quality development of the upstream and downstream industrial chains of Lianjiang’s textile industry.
The planning period of Kemen Green Textile Industrial Park is from 2020 to 2025, and the planning period of the first phase is from 2020 to 2023. The industrial positioning is to build the park into a characteristic park with “advanced technology, orderly concentration of industries, sharing of public facilities, efficient use of resources, beautiful and clean environment, and a virtuous ecological cycle” to support the textile industry in Fuzhou and become a hub for Fuzhou and even surrounding areas. The high-end weaving, dyeing and finishing base has become an influential green textile industrial park in China.

It is reported that the total land area of this planning area is 819.53 acres, including 756.63 acres of industrial land, which is planned to be divided There are six pieces of land, all of which are Category III industrial land, used by Fujian Shenyuan New Materials Co., Ltd. It is planned to be collected and stored by Lianjiang County and then publicly sold to the companies planning to settle there.

Six weaving and dyeing factories are planned for the first phase. According to the actual situation of the settled enterprises, each weaving and dyeing factory can be equipped with 12 shaping machines, and the weaving part is equipped with warp knitting machines or circular knitting machines. It can be configured with 120 circular knitting machines or 96 warp knitting machines. The average annual production scale of each weaving and dyeing factory is about 20,000 tons, and the total production scale is about 120,000 tons/year.

The total planned population of the park is about 4,500, and each enterprise will have canteens, offices and other supporting facilities. The land used for road transportation facilities mainly includes the main roads, secondary roads and transportation station land in the park. In the future detailed planning process, some branch roads can be adjusted appropriately based on the land size of the established enterprises. Each area and plot is separated by protective green space and ecological land. Circular lanes are set up around the buildings of each printing and dyeing enterprise to solve traffic evacuation, logistics and fire-fighting problems.

Based on the industrial positioning, regional resource carrying capacity and environmental characteristics of this plan, the industrial projects planned to be introduced should be based on the principle of “high level, high starting point”. Propose project access conditions. The access conditions for the evaluation recommended planned projects are shown in the table. The restricted and eliminated categories in the “Industrial Structure Adjustment Guidance Catalog” are prohibited from being introduced into this park.

According to the printing and dyeing people, the advanced weaving, dyeing and finishing project in this plan mainly undertakes the dyeing and finishing enterprises in Changle area Relocation and renovation project. Key contents of the environmental impact assessment of dyeing and finishing projects include: compliance with regional water supply and sewage treatment capacity, water pollutant emissions, atmospheric environmental impact analysis, feasibility analysis of proposed environmental protection measures and cleaner production evaluation. The dyeing and finishing projects deployed in the green textile industrial park can appropriately simplify the site selection rationality demonstration, industrial policy compliance, and environmental impact analysis of the discharge of printing and dyeing wastewater outside the bay according to the actual situation.
