2020 is the final year of the “13th Five-Year Plan”. When our country builds a moderately prosperous society in an all-round way, our country’s goal of becoming a textile power will be basically achieved. During the “14th Five-Year Plan” period, we will comprehensively start a new journey of socialist modernization. Textile Industry will also enter a new stage of high-quality development. Although the textile industry has accumulated a good foundation and capability for high-quality development, it is also facing many risk factors such as reverse globalization, intensified international competition, and urgent upgrading of domestic consumer demand. In order to study the opportunities faced by the textile industry during the “14th Five-Year Plan” period, and challenges, to determine the positioning and path of the textile industry to achieve high-quality development in the process of socialist modernization, the China Textile and Apparel Industry Federation began relevant preparatory work for the textile industry’s “14th Five-Year Plan” in the second half of 2019, March 2020 On the 9th, the “Notice on Issuing the Research Work Plan for the Development Guidance for the Textile Industry during the 14th Five-Year Plan” was issued, and the research and preparation of the “Guidance for the Development of the Textile Industry during the 14th Five-Year Plan” (hereinafter referred to as the “Guidance”) was officially launched.
China Textile Federation established a “Guiding Opinions” leading group, consisting of Gao Yong, Secretary of the Party Committee of China Textile Federation; Sun Ruizhe, president of China Textile Federation, serves as the team leader, and other members of the leadership team of China Textile Federation serve as deputy team leaders. All departments and professional associations affiliated to the China Textile Federation have fully participated in the research work of the “Guidance Opinions” and set up three-dimensional research groups. The first dimension is the comprehensive level, including the comprehensive group, the technology group, the fashion group and the green group. There are 4 groups in total; the second dimension is the study of special issues, with 7 areas including regional layout and industrial clusters, international development, fiber raw material supply and demand, professional talent cultivation, industrial Internet and textile industry, military-civilian integration, and industry-finance integration. The third dimension is the study of professional issues, including 12 professional fields including cotton spinning, chemical fiber, wool spinning and linen spinning, silk, knitting, printing and dyeing, filament weaving, clothing, home textiles, industrial textiles, and textile machinery. According to the schedule, the research work on the “14th Five-Year Plan” development guidance for various special issues and various professional fields will be initially completed in the first half of this year, and the “Textile Industry “14th Five-Year Plan” Development Guidance” (discussion draft) will be formed in the third quarter. After fully soliciting opinions from both inside and outside the industry, it will be basically finalized this year and will be officially released in the first half of 2021 after further revisions.
At the China Textile Federation President’s Office Video Conference held on March 10, both Gao Yong and Sun Ruizhe emphasized that the “14th Five-Year Plan” guidance work is the key task in 2020 , we must conduct research in accordance with the new situation and new requirements for high-quality development of the industry. So far, the comprehensive group, science and technology group, fashion group and green group have all identified research teams and held project kick-off meetings for each group through video conferences. The research plan and specific progress plan will be completed this month. Research on various special issues and professional fields is also being actively promoted. The Ministry of Science and Technology of the China Textile Federation, the Chemical Fiber Association, the Cotton Spinning Association, the Garment Association, the Industrial Application Association and other units organized online surveys on issues related to the development of the “14th Five-Year Plan” and extensively collected situation and development judgments from entrepreneurs and social resources. , to help with the research work on the guidance of the “14th Five-Year Plan”. </p
