Xia Lingmin: 34 high-quality activities build confidence in the industry’s high-quality development

Opening: In order to implement the “Notice of the State Council on a Package of Policy Measures to Solidly Stabilize the Economy”, promote the implementation of the three-product strategy of the textile and apparel industry, accelerate the industry’s high-end, digital, and green transformation, and boost industry development confidence To promote the highquality development of the textile industry, the Ministry of Industry and Information Technology decided to carry out the “2022 Textile and Clothing ‘Excellent Supply to Promote Upgrading’ series of activities in the textile and clothing industry from October to December. “.

The ChinaTextile Industry Federation has selected 34 high-level and high-quality industry activities around the theme of “Excellent Supply to Promote Upgrading”, striving to focus on the following five aspects Make every effort to promote high-quality development of the industry: “strengthen upstream and downstream cooperation in the industrial chain to maintain the resilience and stability of the supply system; organize intra-industry docking exchanges to promote industrial upgrading and product upgrades; promote intelligentizationGreen development, accelerating the application of new technologies and new equipment; improving the creative design capabilities of enterprises and enhancing the leading role of brand consumption; carrying out special product promotion activities to expand textile and clothing consumption.”

Since the COVID-19 epidemic, the textile industry has experienced multiple rounds of impact. The basic elements for the normal operation of the industry, such as the supply chain, consumer side, logistics, transportation, and commercial activities, are all wrapped in various uncertainties. Especially in 2022, the conflict between Russia and Ukraine has intensified, global energy supply has undergone tremendous changes, economic recovery has slowed down, and the overall domestic and external market demand for textiles and apparel has been weak, putting industry development under tremendous pressure.

In the middle of the year, the State Council issued the “Notice on a Package of Policy Measures to Solidly Stabilize the Economy”, which gave reassurance to economic development in the second half of the year. On this basis, the Ministry of Industry and Information Technology recently issued a notice on “Organizing the 2022 Textile and Garment “Excellent Supply to Promote Upgrade” Activities in the Textile and Garment Industry”. The notice lists 34 items to be carried out by the China Textile and Apparel Industry Federation and its member units It is a high-quality industry event hosted by the company covering all aspects of the entire textile industry chain.

Recently, reporters conducted an exclusive interview with Xia Lingmin, Secretary-General of the China National Textile and Apparel Federation, to interpret issues related to the series of activities of “Excellent Supply to Promote Upgrading” carried out in the entire textile industry.

Reporter: “Excellent supply promotes upgrading” has always been an important direction for the China National Textile and Apparel Federation to guide the development of the industry. This time, the Ministry of Industry and Information Technology issued a special document to promote the “excellent supply promotes upgrading” activity in the textile and garment industry. , what background do you think it is based on?

Xia Lingmin: 2022 will indeed be a difficult year for the textile industry. Affected by the complex and severe macro situation at home and abroad and multiple unexpected factors, my country’s textile industry has been under pressure from both the supply and demand ends. The economic operation has shown a slowdown, and the problem of insufficient corporate orders has been more prominent. .

Recently, the China Textile and Apparel Federation’s Industrial Economics Research Institute released the “Analysis Report on the Economic Operation of my country’s Textile Industry in the First Three Quarters.” In the report, in the first three quarters, the industrial added value of textile enterprises above designated size nationwide decreased by 0.4% year-on-year, operating income increased by 3.1% year-on-year, and total profits decreased by 23.6% year-on-year. The growth rates all slowed down compared with the same period last year.

Judging from the operation of different industries, the upstream chemical fiber and cotton spinning industries have the greatest profit pressure. Enterprise inventories continue to be at high levels, and the damage to profits is particularly obvious. The main reason is that the price of raw materials continues to be high and the cost is difficult to transmit along the industrial chain. However, the mid-stream and downstream printing and dyeing, filament weaving, clothing and other sub-industries are generally operating well, with production and sales indicators achieving positive growth; although the home textile industry has shrunk in production and sales, its profitability is stable.

There are also some highlights worthy of attention: For example, in terms of capacity utilization, the national textile industry and chemical fiber industry capacity utilization rates in the first three quarters were 77.6% and 83.3% respectively, although these data were both down by about 2 percentage points from the same period last year. , but it is still higher than the 75.5% capacity utilization level of the national industry in the same period.

For example, in terms of exports: my country’s textile and apparel exports totaled US$248.35 billion in the first three quarters, a year-on-year increase of 9.1%, and the growth rate increased by 3.6 percentage points compared with the same period last year. Total exports hit a record high. Among them, among the main export markets, my country’s exports to markets along the “Belt and Road” and RCEP trading partner countries increased by 17.7% and 15.6% respectively year-on-year.

For example, in terms of investment: from January to September, the fixed asset investment completion amount of the three major industries of textile, clothing, and chemical fiber increased by 6.3%, 30.8%, and 32.0% respectively, which fully demonstrates that although textile enterprises are facing relatively large challenges pressure, but still firmly implemented the upgrading of technical equipment.

The overall operation of the above industries fully illustrates that despite the extremely complex internal and external environment and the extremely severe development situation, the industry has actively resisted downward risk pressure, and enterprises have worked hard to repair the losses caused by the epidemic under pressure, and the overall operation has still shown extraordinary performance. The expected development resilience is very encouraging and has a very positive significance for stabilizing confidence in the development of the industry.

Since the third quarter, with the national economic stabilization package and policiesThe goals have been fully and effectively implemented. At the same time, we will establish a work coordination mechanism with each event organizer to provide coordination and assistance to the problems and difficulties encountered by each unit during the event organization process. The working group will establish an activity ledger for high-quality supply and promotion of upgrades to monitor the progress of the activities in real time. For various activities that have been completed, the organizers are urged to summarize in a timely manner, sort out the results, quantify the benefits of the activities, and summarize experience. For activities that cannot be held as scheduled, they must actively study follow-up implementation plans. The economic and social benefits generated by this event will be evaluated in a timely manner, and the experience in organizing the event will be sorted out and inventoried in a timely manner, and finally a special summary report will be formed to provide reference for China Textile Federation to further improve industry service capabilities.

The third is to give full play to the role of the China Textile Federation’s combined fleet. For some activities jointly organized by various units of China Textile Federation, all units must work together, do a good job of overall coordination, and work closely to form a synergy. The China Textile Federation also sincerely invites local governments at all levels, local industry and information departments, local industry associations, and key enterprises in various industrial clusters to participate in various activities of “Excellent Supply to Promote Upgrading” to help the industry forge ahead under the complex and severe situation. , move forward with tenacity and build confidence together.
