Since the 18th National Congress of the Communist Party of China, especially since the Second Central Xinjiang Work Forum, the central government has given a series of preferential policies to support the development of Xinjiang’s textile and garment industry. Aksu Textile Industrial City (Development Zone) has taken advantage of the trend and taken advantage of it. In order to closely focus on the strategy of “developing the textile and garment industry to promote employment for millions of people” put forward by the Party Committee of the Autonomous Region, focusing on “building, strengthening, replenishing and extending the chain”, Concentrate advantageous forces, seize key links, vigorously attract industrial giants to invest and develop in Aksu, and make every effort to promote the highquality development of Aksu’s textile industry.
With the completion and commissioning of a number of cotton spinning enterprises such as Huafu Colored Textile, Lianfa Textile, Xinzizao Textile, Youngor Textile, and Xinjue Textile, in 2014, there were 22 textile and garment enterprises settled in Aksu, spinning 80 Thousands of spindles and 10 million meters of fabric were woven, creating employment for more than 8,000 people. With the release of a series of special preferential policy dividends implemented by the state and autonomous regions such as social security subsidies, freight subsidies, preferential electricity prices, pre-job training and new employment subsidies, value-added tax refunds, loan discounts, etc., the Textile City has truly ushered in great development and entered the Fast lane. In 2019, a scale of 3 million spinning spindles, 3,000 looms, 40 million pieces (sets) of clothing and home textiles, 20,000 tons of bulk fiber and 10,000 tons of package yarn dyeing has been formed. The entire industrial chain of the textile and clothing industry has initially taken shape in the region.
Based on the advantages of Xinjiang’s cotton resources, we will give full play to the leading role of leading enterprises, promote quality improvement from the source, focus on extending and strengthening the chain, and effectively make the textile and garment industry bigger and stronger, and better utilize the regional cotton resources and industry in the country. It plays an important role in the overall economic situation, consolidates the industrial foundation, improves the level of development, and moves toward the 100-billion-level textile and clothing industrial cluster.
After ten years of glorious development, 83 textile and garment companies have settled in Aksu Textile Industrial City (Development Zone), and the entire industry has created employment for 21,000 people. In 2021, the total industrial output value will be 14.18 billion yuan, an increase of 5.5 times compared with 2012. ; The industrial added value was 2.49 billion yuan, an increase of 4.4 times compared with 2012. The development pattern of the entire industrial chain including spinning, weaving, printing and dyeing, home textiles, clothing, and knitted products has been formed.
