All shut down and eliminated before November 30, 2020
In May of this year, Nanhu District launched a special campaign to rectify the printing and dyeing industry, requiring the elimination and closure of a number of printing and dyeing enterprises. As of now, of the 19 printing and dyeing companies in the district, 7 have stopped production and 1 has been evaluated and negotiated and is about to sign a contract. Although the rectification work in the printing and dyeing industry has made some progress, there are still problems such as slow rectification progress, inconsistent purchase and storage needs, and insufficient rectification efforts.
In order to ensure that the rectification tasks are completed on schedule, in the next stage, Nanhu District will actively implement territorial responsibilities, promote fragmentation and contracting, promote joint law enforcement, and advance smoothly and orderly to ensure that in 2020 The shutdown and elimination of the printing and dyeing industry will be completed before November 30.

In terms of energy consumption, the total amount of steam used in 2017 was more than 650,000 tons, accounting for about 27% of the total steam supply of heating companies. In terms of tax revenue, the average tax revenue per mu from 2015 to 2017 was 112,000 yuan/mu, 116,000 yuan/mu, and 74,000 yuan/mu respectively. From the perspective of comprehensive performance evaluation, from 2016 to 2017, 84% were in Category C or below.

2. Supporting printing and dyeing enterprises with poor comprehensive industrial evaluation. Support and encourage supporting printing and dyeing enterprises to eliminate printing and dyeing production lines with heavy pollution and high energy consumption, and upgrade the comprehensive industrial evaluation. Printing and dyeing enterprises whose comprehensive industrial evaluation results are Category D for two consecutive years from 2017 to 2018 will shut down and eliminate their printing and dyeing production lines (including pretreatment, dyeing, printing, and finishing) before December 31, 2019.
3. Other printing and dyeing companies. Support and encourage printing and dyeing enterprises to expand entrusted processing channels and reduce pollutant emissions and energy consumption. 1. Fund guarantee. Printing and dyeing enterprises that have been shut down and eliminated within the rectification period will be compensated at 50% of the assessed price after the main production equipment has been dismantled and accepted. 60% of the funds will be borne by the local finance and 40% by the district finance.
2. Subsidy recognition. Subsidy projects for shutting down and phasing out the main production equipment of printing and dyeing enterprises. 3. Employee placement. The placement of employees in closed and eliminated enterprises shall be implemented by the enterprises in accordance with the relevant provisions of the Labor Law. The people’s governments of various towns and park management committees shall implement the “Nanhu District Comprehensively Promotes the “Zhejiang No Wage Arrears” Action to Build “No Wage Arrears Nanhu” Plan” (Nanzhengbanfa [2017] No. 113) requires that employees’ legitimate rights and interests in labor remuneration be effectively protected.
4. Land disposal. The land and factories of the closed and eliminated printing and dyeing enterprises shall be evaluated and recovered by a third-party professional agency entrusted by the local people’s government and the park management committee.
